Description The TA will assist state road agencies in the preparation of state roads projects to improve key state road sections for possible financing by ADB. This will cover the states of Chhattisgarh and Jharkhand.
Project Rationale and Linkage to Country/Regional Strategy ADB provides support to India in road sector development as a core infrastructure operation for inclusive economic growth, and has focused on the relatively poorer and weak capacity states since 2003. This is in support of the Government's efforts to reduce interstate disparities. ADB's draft Country Operations Business Plan (20122014) for India includes 7 state road projects in Bihar and northern states for 2012 approval; Chhattisgarh, Jharkhand and Uttarakhand for 2013 approval; and West Bengal and one northeastern state for 2014 approval. Among all these state roads projects, project preparation support is required for Chhattisgarh and Jharkhand for 2013 approval, and one northeastern state for 2014 approval. Other state roads are under preparation, either as a separate technical assistance or as part of a multitranche financing facility (MFF). This proposed component technical assistance will therefore cover 2 states: Chhattisgarh and Jharkhand, which will be included in the major change in the scope of the Advanced Project Preparedness for Poverty Reduction.

During Project Design Workshops, community mobilization, consultations, involvement of NGOs and community-based organizations were required during project processing.
During Project Implementation Community meetings and focus group discussions were organized as part of the poverty and social analysis. The local consultative meetings involved all relevant stakeholders including representatives of the poor and other socially excluded groups (e.g., women, scheduled tribes, etc.) to disseminate the information as well as to get the feedback about the project design and its potential impacts. Other key stakeholders such as the relevant line departments, local government representatives and NGOs were also consulted. Consultations were undertaken with the affected households and communities during the course of the census survey and socioeconomic survey along the project roads for the preparation of the safeguard plans.

The TA was carried out by (i) a firm of consultants consisting of experts on project management, institutional development and capacity building, highway engineering, road and bridge design, engineering survey, geotechnical engineering, transport economics, contract management, road safety, road maintenance, and (ii) individual consultants to carry out social impact assessment to propose and to identify mitigation measures, resettlement and rehabilitation, and environmental assessment and mitigation measures.

The consultants were engaged by ADB in accordance with the Guidelines on the Use of Consultants by Asian Development Bank and Its Borrowers (2010, as amended from time to time). The firm of consultants was selected using ADB's quality- and cost-based selection method. Full technical proposals were requested from the short-listed firms.

All procurement were done in accordance with ADB's Procurement Guidelines (2010, as amended from time to time).
