Project Rationale and Linkage to Country/Regional Strategy After 2008, no systematic and comprehensive load forecast and power system master plans have been undertaken in Assam. A comprehensive load forecast and power system master plan to provide a blueprint for development of the power system in Assam is required. The proposed master plan will coordinate the generation, transmission and distribution expansions, and ensure that all proposed capital investments are not ad hoc but are a part of the long-term structured plan that will serve the requirements not only of Assam but also its neighboring states.

Description of Outcome Improved capacity of Assam for investment planning in the power sector.
Progress Toward Outcome Updating the load forecast along with the Generation, Transmission and Distribution System Study and Training including a detailed study until 2016-17 and general projection of load growth and its management up to 2020 and has been extended up to 2021-22 coinciding with the end of 13th five year plan submitted by PRDC and presented to GOA.

Status of Implementation Progress (Outputs, Activities, and Issues)

The consultant, M/S Power Research and Development consultants India (PRDC) has made a presentation of Interim Report on 10 Jul 2013. All senior officials from AEGCL, APDCL, and APGCL including ADB Mission attended the presentation. PRDC has highlighted the bottlenecks in the existing transmission and distribution system of Assam.

PRDC's preliminary study reported that the losses in 33kV network are as high as 8% in all zones. For the demand forecasts, it was agreed to adopt the Aggressive Scenario for planning purposes (aggressive scenario will reflect low and suppress demand). PRDC indicated, additional generation of around 3,500 MW will be required to meet Assam's projected demand of 5,840 MW by 2021-22.

Final report submitted by PRDC and services were completed on 31 Dec 2013.

During Project Design Consultation was made with ASEB and Government of Assam.
During Project Implementation A task force will be established headed by the Director, Project Management Unit (PMU) ASEB including one member each from Assam Power Department, APGCL, AEGCL and APDCL. The task force will meet monthly to oversee the proposed TA Cluster subproject activities. The Team Leader (Consultant) of the proposed TA cluster subproject will act as a member secretary of the task force.
