Project Rationale and Linkage to Country/Regional Strategy India COBP includes the MFF: Second Assam Power Sector Investment Program for $300 M as a firm project in 2013. A project preparatory technical assistance (PPTA) is essential to prepare for the project readiness through quality of detailed project reports, supporting safeguards and due diligence during project processing and implementation, and enhancing the capacity of executing and implementing agencies of the project.

During Project Design A consultation mission visited India during Feb 2013 and met with the Executing Agencies and Implementing Agencies and discussed the preliminary impact, outcome and outcome of the PPTA. All relevant stakeholders, including affected communities and affected people, were fully consulted during project preparation.
During Project Implementation Consultation with the stakeholders will be ongoing during the project implementation period.

ADB will engage international consultants on individual basis as follows: (i) Project Specialist/Team Leader; (ii) Energy Specialist; (iii) Finance Specialist; (iv) Environmental Specialist; (v) Social Safeguard Specialist; (vi) Climate Change Specialist; (vii) Capacity Development Expert; (viii) Generation Operation Expert and national consultants as follows: (i) Procurement Specialist; (ii) Social Safeguard Specialist; (iii) Community Development Specialist; (iii) Hydropower Construction Planning Expert; (iv) Gas/Thermal Power Engineer; and (v) Environmental Specialist.
