Project Rationale and Linkage to Country/Regional Strategy

A technical assistance (TA) grant will be provided to the Government of Rajasthan (GOR) to support capacity building of institutions in the urban sector that would help institutional development and improvement of governance in the urban sector in Rajasthan. It will also provide advisory assistance to the GOR in improving and strengthening the management and operation of urban water and wastewater sectors in the state. This will specifically include assistance to Urban Development and Housing Department (UDHD), Public Health Engineering Department (PHED), Rajasthan Urban Infrastructure Development Project (RUIDP), and other relevant agencies of the GOR in implementing the reforms identified in the program loan policy matrix of the Rajasthan Urban Sector Development Program. A policy support unit will be established in the Local Self Government Department (LSGD) for this purpose.

A consulting team was mobilized in April 2015 and is supporting the Government of Rajasthan (GOR) in implementing the program component of the RUSDP for policy reforms in the state and complying with the conditions for tranche release.

The GOR was able to comply with all the policy actions under Tranche 1 and so, $125 million was disbursed to the Government in December 2015. Tranche 2 conditions are expected to be fully complied in December 2017.

During Project Design
The SDP has prepared a community awareness and participation plan focusing on (i) identification of stakeholders and target groups, and baseline surveys; (ii) key message selection and usage of information, education, and communication programs; and (iii) outreach to communities, schools, slums, and workers through various media and consultation activities. A gender equality and social inclusion (GESI) action plan was prepared to ensure participation of women and socially excluded groups in the SDP.

The community awareness and participation plan and gender equality and social inclusion (GESI) action plan will be undetaken during project implementation.

Consulting Services
ADB will recruit a consulting firm using the quality- and cost-based selection method with a quality-cost ratio of 90:10 in accordance with ADB's Guidelines on the Use of Consultants (2013, as amended from time to time). Additional individual consultants may be recruited as necessary to strengthen the process.
Procurement
No major procurement will be done under the TA except for procurement of equipment for TA implementation.
