India: Karnataka Integrated and Sustainable Water Resources Management Investment Program - Tranche 2
The investment program will improve water availability in selected river basins in Karnataka by implementing integrated water resources management (IWRM). Output 1 of Project 2 will: (i) prepare the middle Krishna Basin Plan; (ii) expand the state water resources information system; and (iii) continue strengthening WRD staff with IWRM training. Output 2 will modernize the Vijayanagara Channels subproject to: (i) reduce irrigation water consumption; and (ii) improve water delivery service to allow farmers to increase cropping intensities. Under Output 2, the project will also establish and strengthen 30 water user cooperative societies and provide gender sensitization training to WRD staff and WUCS.

Completed. Project MIS expanded to include VNC activities and indicators including gender aspects.

In addition, PSC has developed a user-friendly app to monitor the modernization (civil) works. Data can be entered into the app by authorized engineers through mobile input. Data sheets, reports, graphs and charts are generated. Application is fully operational.
QPRs for Q1 2020 and Q2 2020 submitted. Q3 under preparation; will be submitted by 15 November 2020.
First safeguard monitoring report till March 2020 submitted. Uploaded on KNNL and ADB websites. Second SMR for April-September 2020 will be submitted by due date 15 November 2020.
Sex-disaggregated data being collected and compiled for reporting for all events.
The DPR for TLBC modernization including automation has been prepared and submitted to KNNL by the design consultant. Internal approvals within GoK, and DEA are due. Other documents are not due. Advance copy of PPR submitted to ADB.
Preparation of River Basin Profile for K2, K3 and K4 sub-basins of Krishna Basin is in progress.
Under Tranche 1: 455 WRD staff trained in IWRM of which 146 are women.
Under Tranche 2: 30 WRD staff trained in IWRM in Jan 2020 of which 16 are women.
Two IWRM trainings are proposed during October 2020 to train about 60 WRD engineers
Detailed components of the Karnataka Water Resources Information System (KWRIS) including Decision Support System (DSS) are under development. ACIWRM has signed contract with M/s. Microware Computing Consulting Pvt. Ltd, Gurugram.
Tranche 2 VNC is being implemented in two packages:
" Package-1 Civil works (excluding works in Tungabhadra Otter Conservation Reserve and Hampi World Heritage Area) at an estimated cost of INR 3,739 Million are under progress.
" Estimates for Package-2 civil works in Tungabhadra Otter Conservation Reserve and Hampi World Heritage Area are under preparation. Works will be taken up after clearance from NBWL expected in December 2020 (SBWL clearance received in May 2020).
Asset management plan will be prepared by Tranche 2 PSC (Part B) for which ToR has been finalized and tendering process initiated. 25 agencies expressed interest. Evaluation is in progress.
Social processes of WUCS formation and strengthening have started and progressing well.
As of 30 Sep 2020, 30 women sub-committees with 542 members have been formed. A total of 87 training events covering 2,219 participants (M:1160; F:1059) have been completed.
As of 30 Sep 2020, 26 trainings were conducted for WUCS members on GESI concept and mainstreaming women, women in irrigation management (T: 537; M:120; F:417).
Two workshops were held for KNNL staff on gender concepts, women mainstreaming and water resource management principles. (T:16; M:11; F:5)
|Summary of Environmental and Social Aspects|
|Environmental Aspects||The project is classified category A for environmental impact in accordance with the SPS. The category A classification is triggered for two reasons. First, works will be undertaken within the Tungabhadra Otter Conservation Reserve, which is considered a critical habitat. Secondly, ADB's environmental safeguards policy principle no. 11 is triggered by the rehabilitation of several canals within the Hampi World Heritage Area.|
|Involuntary Resettlement||The project will avoid involuntary resettlement impacts on both titled and non-title holders (squatters and encroachers) residing in the project area.|
|Indigenous Peoples||The SPS indigenous peoples safeguard is not triggered even though project screening confirms the presence of different ethnic groups in the project footprint.|

|Consulting Services||The Program Support Consultant (Tranche 1) will initially continue to support the PMU and PIO in implementing Project 2 through a contract amendment while the Program Support Consultant (Tranche 2) is recruited. International and national consultants will be recruited to support output 1 on institutional strengthening for integrated water resources management.|
|Procurement||The government requested that the procurement of goods and works follow ADB's Procurement Policy (2017, as amended from time to time). An updated procurement capacity assessment concluded that the overall procurement risk for the project is moderate. The first of two works packages under Tranche 2 was awarded on 8 March 2019. The bidding document for the second works package is being finalized.|
