Regional : Promoting Renewable Energy, Clean Fuels, and Energy Efficiency in the Greater Mekong Subregion
The proposed TA is designed to provide direct support for the implementation of the GMS Road Map for Expanded Cooperation in the Energy Sector, which was adopted by the 15th GMS Ministerial Meeting in June 2009.
The proposed project supports sustainable economic growth which is the core strategic area of ADB?s Long Term Strategic Framework, LTSF (2001-2015). The project complements all of the LTSF?s cross-cutting themes of promoting the private sector?s role in development, supporting regional cooperation and integration for development and addressing environmental sustainability. The TA is part of the approved GMS Regional Cooperation Operations Business Plan (RCOBP, 2010-2012).

Project Rationale and Linkage to Country/Regional Strategy | The proposed TA is designed to provide direct support for the implementation of the GMS Road Map for Expanded Cooperation in the Energy Sector, which was adopted by the 15th GMS Ministerial Meeting in June 2009. Impact | The impact of the proposed TA will be increased share of RE and CF in the subregion's total energy supply to about 10% by 2015, and doubling of amount of energy saved through DSM and EC measures from 2010 to 2015. The technology transfer and sharing of subregion's best practices in RE/CF/EE will also bring about improved supply security and reliability, enhanced subregional competitiveness, improved prospects for sustained growth and more socially-inclusive, poverty reducing development in the GMS countries. The TA will assess progress in (a) mainstreaming climate change concerns in renewable energy and EE plans of GMS countries, and (b) integrating energy security concerns (in terms of RE/CF development and EE measures) in national action plans of climate change In particular, the proposed TA will prepare at least five (5) feasibility studies/ project proposals for (i) small-scale, community-based, isolated RE/CF energy systems (mini-, micro-hydro, biomass, solar, wind), (ii) thermal generation efficiency improvements in existing power plants and/or power transmission system upgrades for reduced system losses, and (iii) efficient lighting, heating or cooling programs in household (individual and combined) and/ or commercial sector (Sept. 2010-August 2011) for financing by ADB and other financing agencies, including application of the clean development mechanism (CDM). |

Consulting Services | The TA will require the services of a consulting firm for 48 person-months (including 20 person-months international and 28 person-months national consultants). ADB will select and engage consultants in accordance Guidelines on the Use of Consultants by ADB and its Borrowers (2010, as amended from time to time). The simplified technical proposal procedure will be used for selecting the consulting firm on the quality- and-cost-based selection process at a quality-cost ratio of 80:20. The disbursements under the TA will be done in accordance with the ADB's TA Disbursement Handbook (May 2010, as amended from time to time). |
