Based on those previous experiences the road map will be: (i) demand-driven and participatory in approach, (ii) based on a long-term development vision for the city and an analysis of the city's competitive advantages, (iii) assessed not only in terms of the sector but also in the broader context of urban development, (iv) integrated in the local or city master plan, (v) closely coordinated with the Government and other donors activities, and (vi) will early identify institutional and capacity issues for an efficient implementation of the road map investments. The TA will help ADB act as a strong partner in policy dialogue at multiple levels of government and foster strategic partnerships with the private sector and bilateral donors.|
|Project Rationale and Linkage to Country/Regional Strategy||The TA is directly linked to ADB's Urban Sector Roadmap for Mongolia in recommending investment where the potential return is greatest. Ulaanbaatar is singled out as one of the key target areas. The roadmap highlights the following as focal points for assistance: (i) improving urban planning and management; (ii) enhancing infrastructure service prioritization, planning, and maintenance; and (iii) developing innovative approaches to attracting private sector involvement in urban services provision.|

|During Project Design||The TA has been conceptualized in close cooperation with the government, the MUB, and related agencies. Meetings have also been held with main development partners, NGOs, local and international experts.|

The TA has been implemented in close cooperation with Government agencies, Ulaanbaatar municipal agencies, local government, resident communities, and other donors and NGOs involved in the related sector.
Three workshops had disseminated the findings of each component, assuring stakeholders involvement in selecting investment proposals and institutional reforms. Extended consultation meetings and surveys have been undertook in the targeted locations for future investment. Several individual meetings took place with the mains related stakeholders and partners. Comments and suggestions collected during the consultation process has been reflected in the consultant reports.
The consultants involved in component 1 or hired through the supplementary provision for consultants will be engaged as individual consultants in accordance with ADB's Guidelines on the Use of Consultants (2010, as amended from time to time). Individual international consultants (7 person-months) will be supported by four national consultants (12 person-months). The supplementary individual consultants will provide an estimated 3 person-months of consultancy, distributed as 1 person-month of international consultancy and supported by 2 person-months of national consultancy.
The consultants for components 2 and 3 will be engaged through a consulting firm in accordance with ADB's Guidelines on the Use of Consultants (2010, as amended from time to time). A consulting firm will be recruited for 9 person-months of international consultancy supported by 16 person-months of national consultancy. The firm will be selected based on the quality- and cost- based selection method based on the quality of the proposal (90%) and the cost (10%) of the services to be provided, using a simplified technical proposal. ADB's simplified technical proposal will be used to select and engage the consultants.
