Description of Outcome The outcome of the TA will be interventions to improve environmental conditions in Georgia's provincial capitals and secondary towns through sustainable urban basic service delivery.

Description of Project Outputs

Output 1: Bid Documents for Tranche 1 Project. The TA will assist the Government finalize bid documents for tranche 1 project. The TA will review the technical feasibility of tranche 1 project and guide the domestic team, appointed by the EA, infinalizing detailed engineering designs, drawings, and quantity estimates. The TA will assist the EA to develop a rate analysis document, develop specifications, and compile bid documents for advance contracting or for initiating bidding once the MFF loan is approved. ADB's standard bidding documents will form the basis for bid preparation.

Output 2: Safeguard Frameworks and Plans. The TA will assist the Government develop safeguards framework for environmental assessment and review, and for land acquisition and resettlement. The TA will also prepare initial environmental examinations for the tranche 1 project. It will carry out due diligence for involuntary resettlement and prepare resettlement plans, if required. It will also coordinate the preparation of a Gender Action Plan based on gender-disaggregated socio economic data collection under the PATA.
