ADB is helping Kazakhstan upgrade roads in Mangystau province and boost transit trade along a key Central Asia transport corridor. The second project of the investment program will reconstruct an 86.7-kilometer road section between the cities of Shetpe and Zhetybay, and an 83-km section between Zhetybay and the provincial capital, Aktau.

|Description||The objective of the Investment Program is to increase transport connectivity and efficiency, and institutional effectiveness through the following activities: (a) road development (reconstruction of about 790 km of the road sections of the CAREC Corridor 2 in the Mangystau Oblast); (b) strengthening capacity for planning, project management and asset management; and (c) improving cross-border infrastructure and facilities. As part of the Investment Program, the Project aims to increase transport connectivity and efficiency in the Mangystau region. The Project will comprise the following components: (a) reconstruction of (i) an 86.7 km road section between the cities of Shetpe and Zhetybay and (ii) an 83 km road section between the cities of Zhetybay and Aktau; and (b) support for construction supervision.|
|Project Rationale and Linkage to Country/Regional Strategy||CAREC Corridor 2 connects the Caucasus and Mediterranean to East Asia via Central Asian countries. The investment program targets Kazakhstan's Mangystau Oblast sections of the corridor. The adjoining road in Uzbekistan (A380), which the Asian Development Bank (ADB) is helping improve, will add impetus to regional connectivity and increase the viability of the investment program roads.|

Summary of Environmental and Social Aspects
|Environmental Aspects||EA prepared the Environmental Impact Assessment (EIA) following ADB's Safeguard Policy Statement (SPS), Kazakhstan laws and regulations, and EARF. The EIA assessed the environmental impacts of the project road and prescribed environmental protection and mitigation measures, which will be closely monitored during project implementation.|
|Involuntary Resettlement||The Project does not involve any major land acquisition, or involuntary resettlement. EA prepared a land acquisition and resettlement plan (LARP) following ADB' Safeguard Policy Statement (SPS), Kazakhstan laws and regulations, and LARF.|
|Indigenous Peoples||The Project does not trigger safeguards for and requirements from indigenous peoples under ADB's SPS and no indigenous development plan is required.|
|Stakeholder Communication, Participation, and Consultation|
|During Project Design||Initial public consultations in the project area were conducted in 2010-2011 to introduce the project to the public. Follow-up public consultations were held in Zhetybay and Shetpe in October 2012 and in Mangystau in October 2012 to obtain feedback from stakeholders on potential environmental and social impacts from the proposed Tranche 2 project and inform them of entitlement to compensation.|
|During Project Implementation||Follow-up consultations will be held during implementation, as needed.|
|Consulting Services||Recruitment of consulting services followed ADB's Guidelines on the Use of Consultants. The construction supervision consultant of the Shetpe-Zhetibay-Aktau road sections were already engaged. Recruitment of the two other consulting services ( 1 for construction supervision and 1 for project management) is ongoing.|
|Procurement||Procurement of works followed ADB's Procurement Guidelines. Contracts over $3 are being procured through international competitive bidding (ICB) procedure without prequalification of bidders. ADB's prior review procedures are being followed. The safeguards requirements under ADB's Safeguards Policy Statement and relevant sections of ADB's Anticorruption Policy are included in the bidding documents and contracts.|
