| Project Rationale and Linkage to Country/Regional Strategy | The objective of the proposed Small-Scale Project Preparatory Technical Assistance (S-PPTA) is to prepare the Transmission and Distribution Metering Project (the Project). The Project is not included in the Country Operations Business Plan 2009?2011 (COBP), but it falls within the scope of the Country Development Strategy 2007-2010 (CDS) of the Government of the Kyrgyz Republic (the Government) which prioritizes energy sector development. The COBP is based on the Joint Country Support Strategy 2007?2010 (JCSS) prepared by major donors including ADB. The JCSS supports CDS's priorities including energy, but at the time of JCSS formulation ADB had selectively focused on other priority areas due to limited Asian Development Fund (ADF) resources. |
