Description Important activities envisaged under the TA include: (i) project implementation training programs for covering ADB procedures on procurement, consultant selection, disbursement, and safeguard procedures in addition to procurement clinics, contract administration, construction management, project management, highway maintenance, preparation of detailed project report (DPR), pre construction activities, irrigation water requirement and scheduling, operation and maintenance of irrigation schemes, etc; (ii) training programs in thematic topics for covering topics relevant to sector and institutional reform in urban, transport, energy and agriculture and natural resources in addition to public private partnerships and gender; (iii) encouraging cross-learning in project implementation by field visits to well performing projects; (iv) conducting national and project-specific business opportunities seminars to facilitate participation of contractors, consultants, and NGOs in ADB-funded projects; (v) dissemination of best practices identified during project preparation and implementation among the EAs and other stakeholders and (vi) conducting of tripartite portfolio review meetings. The above activities are proposed to be conducted as per the fixed annual training calendar during 2010-18. By the end of the TA, the total training programs will be about 200 covering about 8,000 EA staff.
Project Rationale and Linkage to Country/Regional Strategy Improving operational effectiveness is one of the goals of CPS. Currently substantial amount of ADB's operations in India are in states which have weak capacities. Enhancing the capacities of executing agency staff will improve project implementation and readiness at entry and will contribute to effectiveness of ADB operations in the country. Further, good governance and capacity development are among the drivers identified in Strategy 2020.

The outcome has been substantially achieved.

The training topics include procurement, safeguards, financial reporting and auditing, disbursement, contract management, construction management, project management, DPR Preparation, highway maintenance, Irrigation Water Scheduling, Road Safety, Water Demand Management for Urban Projects, Trenchless Technologies, Municipal Accounting Reforms, 24X7 water supply etc.

Institutionalization of capacity building programs at selected academic institutes.

Status of Implementation Progress (Outputs, Activities, and Issues) About 199 training programs, 14 TPRM were conducted under the TA and approximately 7,406 executing agency staff attended the training programs (as of 23 Sep 2018). Training programs are being conducted in collaboration with national academic and training institutes.

During Project Design Department of Economic Affairs (DEA), Ministry of Finance (MOF), Government of India is the executing agency for the TA. DEA has been consulted during TA design phase
During Project Implementation DEA approves the design and content of the Annual Training Calendar every year. DEA also approves trainees for each training program in the DEA website.
