Description The transaction technical assistance facility (TRTA) will support Capacity Development Resource Center (CDRC) at India Resident Mission (INRM) for conducting demand driven capacity development programs in ADB procedures, project implementation and thematic topics, conduct Tripartite Portfolio Review Meetings (TPRMs) to improve portfolio performance. The TA has been included in INRM's Country Operations Business Plan 2018-20 (document number IN.399-17).
Project Rationale and Linkage to Country/Regional Strategy India's Country Partnership Strategy (CPS2018-22) aspires to increase ADB's lending from 2.6 billion to $3-4 billion in the future. The CPS also envisages increased lending in new areas like Economic Corridors and to low income states. New executing agencies (EAs) with little prior experience of implementing large projects would be joining the India portfolio in the next 3 years. To achieve high project readiness at entry in a qualitative manner it is very important to upfront build capacities of the new EAs for designing and implementing new projects. In addition, weak capacities of EAs of ongoing projects in the areas of procurement, consultant recruitment, financial management, project management, contract management, construction management, safeguards, monitoring and evaluation, frequent transfers of Project Directors and other project staff, poor participation of contractors and consultants, etc. have been identified as bottlenecks for speedy project implementation at various tripartite portfolio review meetings (TPRM). It has been observed that most projects experience start up and implementation delays due to inadequate awareness of various aspects of project preparation and implementation. These shortcomings have a bearing on project quality and finally on the project outcomes. Another reason for implementation difficulties is attributed to the absence of integrated and efficient approach in tracking and monitoring project implementation. Some of these issues were addressed through Capacity Development Resource Center (CDRC) created under TA 7593-IND: Capacity Development for Project Implementation which is due to close on 31 December 2018. CDRC activities for capacity development of executing agencies has been acknowledged as ADB's finance plus contribution by Department of Economic Affairs, EAs and ADB Management. Country Assistance Program Evaluation (CAPE 2007-15) appreciated CDRC activities as a unique example of a stand-alone and institutionalized platform for capacity development in a client country setting and appreciated CDRC efforts to institutionalize the training programs in an anchor institution like Administrative Staff College of India. CAPE also observed that while immediate objective of training staff is being achieved, translating this in to introducing cutting edge innovation, and improved operational effectiveness and portfolio performance remains difficult. The proposed CDTA aspires to overcome portfolio management bottlenecks by building the capacities of EA staff for project design and implementation through regular, demand driven and structured capacity development programs and instituting information and communications technology (ICT) based project monitoring mechanisms to improve portfolio performance. In addition, it would also address issues like introducing cutting edge innovation and improved portfolio performance noted by CAPE.

During Project Design Department of Economic Affairs (DEA), Ministry of Finance (MOF), Government of India is the executing agency for the TA. DEA has been consulted during TA design phase. The TA facility is also to provide critical support for sound implementation of ongoing projects in a selective manner during its implementation period for projects include Loan 3001-IND: Himachal Pradesh Clean Energy Transmission Project (Tranche 2) and Loan 3183-IND: Rajasthan Urban Sector Development Project and other ongoing and pipeline projects.
During Project Implementation

DEA approves the design and content of the Annual Training Calendar every year. DEA also approves trainees for each training program in the DEA website.

For 2019, CDRC conducted 17 training programs including HQ led program, 1 International Business Opportunity Seminar (BOS) and 3 TPRMs under the TA. About 633 executing & implementation agencies staff participated in these programs. Training programs were conducted in collaboration with National Institutions. CDRC coordinated with Administrative Staff College of India (ASCI), Hyderabad to conduct programs on ADB procedures and utilized service of their faculty for conducting Gender and Safeguards programs. Construction Management program was conducted in collaboration with National Institute of Construction Management and Research (NICMAR), Pune. CDRC also conducts project specific clinics to address various issues during project design and implementation. For new and pipeline projects, CDRC organizes orientation programs at the request of ADB project officers to familiarize project staff with ADB procedures.

For 2020, As the challenges brought on by the COVID-19 pandemic and subsequent lockdown impeded its normal operations, CDRC came up with creative solutions to continue fulfilling its mission. All classroom training programs during July-December 2020 were organized as short duration webinars to continue to meet the capacity development needs of the EA/IA staff. During the knowledge sharing/cross learning webinars, the challenges faced during project implementation and good practices adopted to overcome these challenges were shared. For 2020, CDRC conducted 46 programs/webinars to benefit 2,235 participants. Coverage of topics also expanded to several critical areas such as best practices in design of hill roads, best practices in water supply in hill states, sustainable operation and maintenance of water assets, etc., all of which align well with emerging operational needs. National and International resource persons were recruited to share their international experiences. 2 TPRMs were conducted successfully, virtually.

For 2021, CDRC continued to conduct short duration webinars to continue to meet the capacity development requirement of the EA/IA staff. The best practices/cross learning webinars from various projects were brought in to address the challenges faced during project implementation and lessons learnt were shared. CDRC in 2021 conducted 75 sessions under 43 webinars to benefit 3,491 participants another high after 2020 and this is expected to grow further. Coverage of topics included ADB Procedures, FIDIC Contract management, EPC Contracts, Capacity Development on Bridges, Design of Hill roads, Septage Management, 24/7 Water Supply, Frequently Asked Questions (FAQs) on Procurement of Works and Goods and Consultancy Services, Leadership Program for ITI Principals, Maintenance of Underground Cables, etc. In addition, executing agencies from transport, energy and urban sectors were supported to present good practices implemented under their projects. National and International resource persons for organizing the Webinars.

Business Opportunities
Consulting Services Recruitment of individual consultants (national and international) will be conducted through Consultant Management System (CMS).
Procurement ADB will procure national training institutes, event management providers and engage individual consultants in accordance with ADB Procurement Policy (2017, as amended from time to time) and the TA staff instructions.
