(i) Technical review of the Power System Master Plan of Himachal Pradesh, from which the subprojects will be selected. Technical descriptions of the proposed subprojects of the MFF and Tranche 1 loan, and a list of selection criteria to define what subprojects are eligible for future financing under the MFF.

(ii) Environmental review, including preparation of an Environmental Assessment and Review Framework (EARF), Initial Environmental Examination (IEE) reports, including executive summaries, for the respective transmission components of the Tranche 1 Loan. Draft template for environmental safeguards compliance reports.

(iii) Social safeguards review, including Resettlement Framework, Indigenous Peoples Development Framework, Summary Poverty Reduction and Social Strategy (SPRSS), and Resettlement Plan.

HPPTCL will be the executing Agency (EA) of the S-PPTA. HPPTCL will provide adequate office accommodation, if necessary, and administrative support to the consultants for carrying out the tasks of the TA. It is expected that the TA will commence in January 2010 and will be implemented during a twelve month period ending in 31 December 2011. The consultants will submit to ADB and HPPTCL draft reports as outlined in TA outputs above (reference paragraph 7). The draft reports will be modified to the extent necessary to incorporate comments of the GOHP and the ADB. Further they will accompany and contribute to all the ADB Missions relating to loan processing.

The TA will require the services of 2 international consultants for 7 person-months and 1 national consultant for 3 person-months, for a total of 10 person-months. The consulting team will include (i) an international transmission engineer, team leader, (ii) national environment specialist and (iii) an international social safeguards specialist. The Consultants will be engaged in accordance with its Guidelines on the Use of Consultants (April 2010, as amended from time to time). All three consultants will be recruited individually. Disbursements under the TA will be done in accordance with ADB's Technical Assistance Disbursement Handbook (January 2008, as amended from time to time).

The international transmission engineer will act as the team leader to coordinate the activities of all the consultants and facilitate communication with ADB, the EA and other concerned agencies.
