Description of Project Outputs

The primary output is a CEA update document. Expected results and deliverables include: (i) an updated assessment of status of environment and institutional framework for environmental management; (ii) an inputs into the environmental plan for the PRC's 12th FYP; (iii) an assessment of the implications of the CPS on key environmental issues facing the PRC; (iv) a specific recommendations and concept papers for environmental lending and nonlending projects; and (v) an assessment of climate change issues facing the PRC including specific recommendations on how the PRC can achieve its new 2020 target for carbon intensity reduction.

Status of Implementation Progress (Outputs, Activities, and Issues) The NDRC, MEP and ADB jointly organized a consultation workshop in March 2011 and discussed the final draft of the CEA. The CEA will be launched in November 2011 in Jiangxi Province.

Consulting Services The S-PATA will require about 3.5 person-months of international consultant inputs with expertise in environment and natural resource management and as well as project preparation and programming, and about 14 person-months of national consulting services with expertise in: (i) environmental management; (ii) environmental legislation, policy, and institutions; (iii) climate change mitigation and adaptation; (iv) land and water management; and (v) environmental economics. The consultants will be selected and engaged by ADB on an individual basis, in accordance with the ADB's Guidelines on the Use of Consultants and other arrangements satisfactory to ADB for the engagement of national consultants.
