|Project Rationale and Linkage to Country/Regional Strategy||The Sri Lanka government development framework envisions sustainable development of energy resources, enabling access to and use of energy services by the entire population, and reliable delivery of such services at a competitive price. To achieve the goal of meeting the growing demand for electricity at sufficiently low cost and acceptable reliability for sustainable economic growth and poverty reduction, the government plans to increase supply capacity of the system including through raising share of nonconventional renewable energy sources (wind, solar, etc.), reducing total technical and commercial losses of the transmission and distribution networks, and undertaking energy conservation. To address investment needs in support of these plans, PPTA is needed to prepare a relevant investment project for consideration by the Asian Development Bank (ADB) and other financiers.|

|During Project Implementation||Regular communication via fax and/or email is conducted with the representatives of the Ministry of Power and Energy (the Executing Agency) and the Ceylon Electricity Board and the Sustainable Energy Authority (the Implementing Agencies). The Final Report for Part 1 (i.e., to conduct technical, economic, financial, poverty and social, and safeguard due diligence) and the Interim Report for Part 2 (i.e., prepare wind and solar resource assessments) were submitted in August 2012. The final report for Part 2 was submitted on 20 December 2013. Under Part 2 a wind mast and measurement equipment and a solar measurement station were installed. The individual consultants engaged for Part 3 (Review of regulatory framework and possible PPP options) submitted their report in December 2013.|
Two consulting firms were recruited using quality and cost based selection methodology with an 80:20 technical-cost weighting based on simplified technical proposal. Relevant consultant teams have been fielded in December 2011. One consulting firm conducted technical, economic, financial, poverty and social, and safeguard due diligence, prepare project cost estimates, procurement plan and implementation schedule. In addition, renewable energy specialists (international and national) engaged through this firm explored potential of a solar power park and of a possible market for rooftop solar power generation through a public-private partnership (PPP) approach. A separate specialized consulting firm is conducting actual wind and solar measurements, data gathering, measurement and satellite data modeling to properly assess wind and solar resource, and technical analysis for the wind and solar power plants at identified locations. They have also been requested to assist the implementing agency in executing the feasibility study on wind parks in the Mannar district by carrying out a geo-technical assessment at selected locations in Mannar and detailed route surveys on land transportation of non-standard cargo. An international procurement and project management specialist was recruited for initial bidding documentation drafting.
Experienced legal and technical individual consultants (1 international, 1 national) have been recruited for analysis of the current wind and solar power legal and regulatory framework.
