Pakistan : Uch-II Power Project
The Project involves construction, erection and operation of a 404 MW low British thermal unit (BTU) combined cycle power plant adjacent to the 586 MW Uch power plant (Uch-I, operational since 2000) at Dera Murad Jamali, Balochistan, located 47 km away from the Uch gas reservoir. The Project will be developed under the 2002 Power Policy and will be undertaken according to a 25 year build-own-and-operate structure. The tariff has been approved by the National Electric Power Regulatory Authority - Pakistan's power sector regulator.

| Objectives and Scope | The Project addresses Pakistan's growing energy deficit by adding net 375.2 MW (8.9% of the forecasted energy shortfall) power generation capacity and promote higher energy efficiency in the country's power generation mix by commissioning a combined cycle power plant fueled by a low BTU gas. The Project by using domestic gas decreases reliance on imported oil and diesel fuel for power generation, thereby relieving pressure on precarious foreign exchange reserves. In addition, the Project stimulates employment and economic growth in Balochistan - Pakistan's poorest province. | ||||||||||

As per the ADB CPS, ADB views itself as one of Pakistan's strategic development partners for infrastructure development, with power as one of the main areas of support, and that 'the emphasis on lending for economic infrastructure will be continued, which is consistent with the high priority attached to it in the Government's MTDF. |

| Environmental Aspects | The Project is housed on barren land adjacent to Uch-I, which was acquired by the sponsors from the government of Balochistan at the time of Uch-I development in the late 1990's. Principally due to its overall size, the potential environmental issues associated with this project include air emissions, water supply, site considerations, wastewater/sewage, occupational/public health and safety risk/hazards. |
| Involuntary Resettlement | The land where the project was constructed had no occupants or sign of occupancy. There are no outstanding issues with land acquisition, and Uch Power confirms that it has not received any complaints or grievances emanating from the original owners of the land. The land and surrounding areas are arid and not suitable for agriculture, with low population density. |
| Indigenous Peoples | No indigenous people are present in or are using the Project site. |
| Stakeholder Communication, Participation, and Consultation | In accordance with the national law, a notification will be placed in national and local newspapers informing the public of the intention of the proponents to develop the proposed project and the availability of the EIA of the same for public review. One month after the notice, public hearing of the EIA of the project will be conducted by the Balochistan Environmental Protection Agency during which comments of the public will be recorded and addressed, where relevant. |
