The Project is in line with ADB's economic report and interim operational strategy 2006-2009 for Armenia as well as ADB's country operations business plan 2008-2010 for Armenia. The economic report and interim operational strategy identifies, among others, the promotion of the private sector and enhancement of regional cooperation as ADB's strategic priorities.
The Project is consistent with two of the principles underlying the economic report and interim operational strategy: (i) being selective in determining initial operational areas and focusing on delivering swift results, and (ii) partnering with other development agencies to exploit the institutional infrastructure.
The country operations business plan envisages transport and communications interventions, focusing on modernizing international transport corridors to enhance trade and business opportunities.
