Summary

ADB has been very active in supporting the power sector in Viet Nam and more specifically the transmission subsector. ADB has two active loans with NPT. These are Loan 2128-VIE: Northern Power Transmission Sector Project and Loan 2225-VIE: Northern power Transmission Expansion Sector Project. ADB has also been actively supporting the power sector reform in Viet Nam through TA 4768-VIE: Power Market Design and SSTA 7222-VIE: Capacity Building of the National Power Transmission Corporation in a Competitive Power Market. Lastly, ADB approved n December 2009 a Guarantee to Commercial Banks for a loan in connection with the Investment Support Program for EVN. This latest project, structured under a corporate project, aims to finance transmission and distribution subprojects.

The Country Strategy for Viet Nam emphasizes the need to support Government's energy sector development strategy to efficiently and rationally supply reliable, affordable and quality electricity to meet the rapid growth in demand. Supporting power sector reform and increasing the efficiency of the power companies is one ADB's priorities listed in the CSP. The proposed TA is necessary to continue the progress made so far and to ensure timely introduction of the Generation Competitive Power Market by early 2011.

Status of Implementation Progress (Outputs, Activities, and Issues) A consulting firm, with prior experience in capacity building work in the energy sector, has effectively coordinated with ADB and NPT in the final review and assessment; recommended and provided support in implementing solutions for improving the tools, mechanisms, procedures and strategies used in meeting the TA's deliverables.
