ADB is helping the People's Republic of China build an integrated multimodal transport system that will link the new Xiangpu High-Speed Railway Station to the center of Jiangxi Fuzhou city. The project will include a bus rapid transit corridor, an urban transport hub, a greenway alongside the Fenggang river, about 9 kilometers of access roads, and institutional strengthening and capacity building.

The Jiangxi Fuzhou Municipal Government (FMG) proposes a project with the following components: (i) an urban transport hub which will be part of the new Xiangpu Railway's Jiangxi

Fuzhou Railway Station, (ii) public transport improvements to better link the new station to the existing city, (iii) river rehabilitation and park development to extend an existing greenway from the existing city to the new station area, (iv) construction of approximately 9 km of access roads, and (v) construction of replacement housing and services for relocated households. The proposed project will contribute to inclusive growth and environmentally sustainable development in Jiangxi Fuzhou by improving the efficiency and sustainability of urban transport and integrate the new railway station into the existing and planned city.

Project Rationale and Linkage to Country/Regional Strategy

The proposed project is aligned with the key thrusts of ADB's assistance to the PRC under the country partnership strategy in the areas of: (i) inclusive growth and balanced development--by promoting integrated rural and urban development, and (ii) resource efficiency and environmental sustainability--by promoting efficient and sustainable urban transport and promoting transitoriented development. Transit-oriented development refers to mixed-use residential and commercial areas designed to maximize access to public transport and facilitate pedestrian movement. A transit-oriented development is typically centered on a transit station (train station/metro station/bus terminal), surrounded by relatively high-density development with progressively lower-density development further from the center.

The focus on public transport and multi-modal integration fits well with ADB's Sustainable Transport Initiative (STI) and builds on a recently completed staff consultant study on the development of an Urban Transport Strategy to Combat Climate Change (2010). The STI, was approved by ADB management on 20 July 2010, has set a new direction for ADB's transport sector efforts to promote more environmentally and socially sustainable transport solutions in DMCs in line with ADB's Strategy 2020.

Stakeholder Communication, Participation, and Consultation
During Project Design Consultation began during the preparation of the feasibility study. The ADB PPTA fact-finding mission conducted initial stakeholder consultation with the local government and public transport providers. Further consultation will be carried out during the PPTA phase for the environment assessment, resettlement planning, and poverty and social analysis. Stakeholder workshops and other public meetings were conducted during the PPTA, and will be followed up during the detailed design and implementation stages.
During Project Implementation

Consultation and participation are included in the resettlement and gender action plans to ensure appropriate information dissemination and consultation throughout the project cycle, using community meetings, face-to-face consultations, and community monitoring of the implementation of the gender action plan.

Consultation on the proposed new BRT alignment has also been conducted.

Consulting Services

All consultants will be recruited according to ADB's Guidelines on the Use of Consultants (2013, as amended from time to time).

An estimated 102 person-months (16 international and 86 national) of consulting services are required to (i) facilitate project management

and implementation, and (ii) strengthen the institutional and operational capacity of the EA. Consulting firms will be engaged using the

quality- and cost based selection method with a standard quality: cost ratio of 80:20 and 90:10. Due to the specialized nature of the services and small

amount of the contract assigned to local environmental monitoring will be contracted through the SSS method.


All procurement of goods and works will be undertaken in accordance with ADB's Procurement Guidelines (2015, as amended from time to

time). International competitive bidding (ICB) procedures will be used for civil works contracts estimated to exceed US$40 million, and supply

contracts estimated to exceed US$3 million. Contracts for works estimated to cost less than the ICB threshold values above, but more than US$100,000 and contracts for goods estimated to cost less than the ICB threshold values above, but more than US$100,000 will be procured on the basis of national competitive bidding (NCB) procedures in accordance with the PRC Tendering and Bidding Law (1999), subject to modifications agreed with ADB. Shopping will be used for contracts for procurement of works worth less than US$100,000 and equipment worth less than US$100,000.
