1. Study on tax system reform, including reports on
(i) rationalizing the tax structure
(ii) determining the optimal formal tax revenue proportion of gross domestic product
(iii) identifying interaction between tax system reform and sustainable macroeconomic development
(iv) reforming the taxsharing system between central and local government
2. Framework for SDRF policy and implementing regulations
3. Framework for complete implementation of the TSA and realtime budget monitoring system for all national and subnational governments prepared
4. Policy-related knowledge products geared to researchers and senior policy and decision makers
|Status of Implementation Progress (Outputs, Activities, and Issues)||
A TA review mission visited Beijing on 3-9 May 2011.
Component 1 has finished their first national seminar/workshop on July 2011. Reports on the result of the seminar was submitted to ADB.
Component 2 has finished the international study tour in Canada and USA on 27 Sep 2011, and the national workshop on 25 November 2011 at Sanya, Hainan.
For Component 3:Framework for national and subnational introduction of the Treasury Single Account and real-time monitoring system for budget execution: Finalize inception report and start research by end of October 2011.
ADB mission participated the international workshop held on 5-7 December 2011 at Sanya, Hainan under Component 1.
Component 1: the draft final report is being prepared, and will be completed in November 2012. The final workshop is planned to be organized in November to disseminate the major findings and discuss further challenges.
Component 2: the draft final report is being prepared, and will be circulated to the relevant government officials and other stakeholders before it will be completed in November 2012.
Component 3: the draft final report is being prepared and will be completed in November 2012. The final workshop will be organized in November to disseminate major findings and discuss further challenges. The relevant officials of selected provinces are planned to be invited to the workshop to present their current status on the focal issue.
ADB mission will participate in the final workshops in the PRC under component 1 and component 3 in November 2012.
As planned, final reports of three components have been completed and submitted by 31 December 2012.
Component 1 organized the final workshop (national workshop) in November 2012m and Component 3 organized the final workshop (international workshop) also in November 2012. ADB mission participated in the final workshop of Component 3.
