Project Rationale and Linkage to Country/Regional Strategy

One of the four pillars of ADB's Nepal Country Partnership Strategy (2010-2012) is climate change adaptation and environmental sustainability, which includes clean urban development. The TA will support policy development and capacity development of organizations relevant to solid waste management at the central level, essential for improving waste management by the municipalities at the local level.

Strengthened capacity of the SWMC and SWMTSC under the well-defined policy, regulatory, and institutional framework

Progress Toward Outcome All the outputs of the TA, including reports and activities (seminars, workshops and training) have already been completed. The outputs of the TA helped in strenghtening the capacity of SWMTSC.

Status of Implementation Progress (Outputs, Activities, and Issues) All the activities of the TA have already been completed. All the reports of the consultants have already been received and approved by ADB and the Government. The reports have gone through a series of consultations with stakeholders in the Government and ADB. All seminars and workshops were conducted and results of which were incorporated in the reports. The TA also financed the publication titled "Solid Waste Management in Nepal: Current Status and Policy Recommendations". The publication was based on the findings from this TA.

During Project Design
During Project Implementation Consultation workshops were held to solicit the views of stakeholders in drafting policies and strategies, regulations, guidelines, and standards. The final workshop discussed these draft documents and reviewed good practices and lessons learned during the implementation of the TA.

The Technical Assistance will require about 40 person-months of consulting services: 9 person-months of international and 31 person-months of national.

Consulting services for the TA will be engaged by the Asian Development Bank (ADB), in accordance with the ADB's Guidelines on the Use of Consultants (2010, as amended from time to time).
