The primary objective of the project is to reduce poverty and improve the quality of life in post-conflict rural communities for residents and returning internally displaced people in Jaffna and Kilinochchi districts through improved water supply and sanitation (WSS) services. To achieve this, the project will (i) construct and rehabilitate rural WSS facilities, (ii) build the capacity of local community-based organizations (CBOs) for operations and maintenance, (iii) establish a rural water supply unit in the National Water Supply and Drainage Board's Jaffna office, (iv) enhance awareness of good hygiene and water conservation practices, and (v) provide income and livelihood support to beneficiary communities. All activities will be carried out in consultation with central, provincial, and local government authorities and local communities.

Construction of 226 toilets with septic tanks were successfully completed and handed over to the beneficiaries. Component 2: Project baseline, performance monitoring, and evaluation Impact evaluation was under taken in July 2016. The report is still being prepapred. During Project Design | During project preparation between February and September 2010, the project team conducted four visits to the Jaffna Peninsula for participatory meetings with central, provincial, district, and local governments, as well as to discuss the project with civil society organizations, development partners (United Nations Children's Fund [UNICEF], International Federation of the Red Cross, and World Bank), and local communities. Initial consultations were conducted with these stakeholders in February 2010 during a reconnaissance mission, which provided useful information regarding the need for the project and interest from stakeholders. These consultations resulted in the development of project criteria for selecting target communities and the identification of villages to be supported under the project. The communities to be considered (i) are outside the service coverage area of the ADB loan project; (ii) are poor, vulnerable, and/or marginalized communities with acute water problems; and (iii) have a reliable drinking water source. Subsequent field visits further engaged local communities and local governments. |
During Project Implementation | The project is designed using a participatory approach to encourage community ownership and promote sustainability. Consultations will continue throughout implementation through training and capacity-building programs. Local ownership of project facilities will further be encouraged through the participation of local workers during construction, to be chosen from beneficiary families. |
