Overall objective of the study is to assess effectiveness and relevance of goals and targets of the ASEAN Economic Community (AEC). It will examine impediments to building an AEC by 2015. In this respect the study should materially extend, and provide additionality to Institute of Southeast Asian studies (ISEAS) work document in Brick by Brick: The Building of an AEC. The study aims to (i) address major impediments to AEC's building blocks (i.e., AFTA, ASEAN Investment Area and ASEAN Framework Agreement on Services) (ii) examine the challenge of narrowing the economic development divide within ASEAN (iii) examine whether the goal of building an econmic community in an uncompromised and legitimate way can be realized given the current economic crisis and relative short timelines involved and (iv) provide policy recommendations that could be implemented to expedite the integration process.
