|Project Rationale and Linkage to Country/Regional Strategy||The TA is included in the 2009-2012 country operations business plan for Mongolia as an Education Sector-Wide Approach (SWAp) TA. The ADB-financed technical assistance in 2009 under TA 4957 included a review of SWAp in Mongolia, including surveys of MECS and development partners regarding the potential for developing an advanced SWAp modality in the near future. The results indicated that all development partners active in the education sector except ADB and the World Bank prefer parallel project-based financing. Given that the World Bank is not active in the education sector, the feasibility of pursuing a SWAp with one development agency (ADB) in the near future is low. Since the government is requesting for urgent support to higher education reforms already underway, the TA will give support for higher education.|

The TA financed study tours for MECS and other key stakeholders to learn from experiences of higher educaiton reform in Korea, the People's Republic of China, South Korea, and Singapore. MECS expressed satisfaction with the exchanges and learning that took place during the visits. In total, 38 officials participated in the study tours.
Key TA outputs such as (i) recommendations for strengthening the effectiveness and management capacity of the State Training Fund and improving targeting of financial assistance for disadvantaged groups; (ii) recommendaitons for capacity building for MECS staff and university presidents; (iii) recommendations for rationalization of higher educaiton institutions, and for financing and regulatory framework of higher education; and (iv) overseas study tours have been completed. The TA aimed to develop a nationwide assessment instrument for university admissions and te Consultant provided technical inputs in this area. The government is considering a broad range of university adminissions exams, including a higher school graduation exam, a general scholastic aptitude est, and exams to be developed under the proposed Cambridge education standards reform. Given that MECS has not finalized its plicies with regards to university admissions exams, it is recommended that a pilot university admissions exam be developed under an ADB-financed investment project on higher and vocational education. The TA's final output: a conference on educational reforms in Mongolia, was carried out on 29-30 October 2012.
The technical assistance (TA) will require the services of a total of 25 person-months, consisting of five international consultants (11 person-months) and four national consultants (14 person-months), over a period of 12 months during TA implementation. The consultants will perform their tasks in close consultation with the Mongolia Ministry of Education, Culture and Science (MECS) as the executing agency, and other responsible government agencies to ensure full acceptance of the TA outcome.
The following consultants will be recruited individually due to urgent need to start the TA: (i) international higher education governance and management specialist, (ii) international higher education assessment specialist, and (iii) international knowledge development specialist. The remaining two international consultants and all national consultants will be engaged through a firm in accordance with ADB's Guidelines on the Use of Consultants (2007, as amended from time to time) and based on the quality of the proposal (80%) and the cost (20%) of the services to be provided (under the quality- and cost-based selection method), using a biodata proposal. The consultants shall produce the following in both English and Mongolian: (i) the main TA report, (ii) policy note for decision makers, (iii) conference report, and (iv) executive summary of the main TA report.
Consultants will have expertise in (i) higher education governance and management, (ii) higher education financing, (iii) higher education assessment, (iv) quality assurance, and (v) knowledge development. The international consultant will be the team leader while the national consultant on higher education governance and management will be the deputy team leader. The consultants will be responsible for producing the TA's outputs and deliverables effectively and on time, and for organizing and carrying out all TA activities. National consultants should have relevant educational background such as a bachelor's degree and preferably graduate degree, and at least 5 years of work experience in their specialty field. International consultants should have relevant educational background such as a bachelor's degree and preferably graduate degree, and at least 10 years of work experience in their specialty field, particularly in developing countries. TA consultants will provide capacity building for MECS staff and university presidents to implement higher education reforms through training.
