Regional : Strengthening the Asia Pacific Adaptation Network
This technical assistance (TA) responds to DMC's demands and the operational needs of the ADB to support and strengthen the development of regional knowledge base for Adaptation to address the knowledge gaps and facilitate its operational integration. UNEP announced the launch of the Asia Pacific Climate Change Adaptation Network (APCCAN) on 3rd October 2009 in Bangkok. APPCCAN is the top runner among regional networks focused on adaptation. The scope of APCCAN extends to the DMCs in the region through five subregional groupings. These include (i) Northeast Asia (ii) Central Asia (iii) South Asia (iv) Southeast Asia and (v) the Pacific.

Description | This technical assistance (TA) responds to DMC's demands and the operational needs of the ADB to support and strengthen the development of regional knowledge base for Adaptation to address the knowledge gaps and facilitate its operational integration. UNEP announced the launch of the Asia Pacific Climate Change Adaptation Network (APCCAN) on 3rd October 2009 in Bangkok. APPCCAN is the top runner among regional networks focused on adaptation. The scope of APCCAN extends to the DMCs in the region through five subregional groupings. These include (i) Northeast Asia (ii) Central Asia (iii) South Asia (iv) Southeast Asia and (v) the Pacific. The organizational structure of APCCAN, as a Regional Hub co hosted by IGES, UNEP, RRC.AP consists (i) a Steering Committee, with the membership of senior government officials representing selected Ministries of Environment and high ranking Scientists (ii) Secretariat hosted by UNEP ROAR and (iii) international support group (including ADB and JICA) and (iv) five subregional Nodes , corresponding to each subregion identified above. The Nodes will serve as the nuclei for APCCAN's activities at the sub regional level. The existing Regional Climate Adaptation Knowledge Platform for Asia (the Platform) initiated by Swedish Environment Secretariat for Asia (SENSA), Stockholm Environment Institute and UNEP RRC.AP ROAP has been proposed to be designated as the Node of South Asia and Southeast Asia, which will function as an autonomious member of APCCAN. Three more Nodes, corresponding to Central Asia, Northeast Asia, and the Pacific will be established in due course. | ||||
Project Rationale and Linkage to Country/Regional Strategy | ADB's long term strategic framework 2008 2020 (Strategy 2020) focuses on responding to climate change as part of our broader agenda of environmentally sustainable economic growth in Asia and the Pacific. Strategy 2020 states that ADB will play a substantive role in promoting the mitigation of, and adaptation to climate change, resource management and environmental protection, and natural disaster risk reduction in its DMCs. The Asia Pacific Adaptation Network provides the knowledge base for this. DMCs can use the information of the Network when possible for formulating new country partnership strategies, regional cooperation strategies, projects and loans to help mainstream climate vulnerability and risk management. |

Consulting Services | A. Component 1 1. National Adaptation Consultant (12 person months) The task of the national adaptation consultant will be to undertake comprehensive gap analysis and need assessment in collaboration with donor and implementation agencies at two selected subregional or national level. 2. National Senior Programmer (8 person months) The task of the national consultant will be to establish online knowledge portal which can disseminate the work of the APCCAN to allow members to showcase their work and interact with other members and the public with linkage to other websites and resources. B. Component 2 1. International Adaptation Consultant (Intermittent, 5 person months) The activities of this position include but are not limited to the following: (i) Compile ADB activities on adaptation based on RETA 6420 Promoting Climate Change Adaptation in Asia and the Pacific, sort out by themes and geographic location and input them into the APCCAN. (II) Conduct survey to professional staffs in Headquarter and resident missions (RMs) who are carrying out adaptation projects to identify their needs on Adaptation knowledge and analyze where it matches with those of the APCCAN. (III) Analyze how to apply the APPCCAN's knowledge to development of ADB projects in pilots and make recommendations. Conduct an analytical study and identify good practices which can replicate in ADB operations based on the information collected by the APCCAN including the Regional Climate Adaptation Knowledge Platform for Asia, in order to assist project formulation for adaptation projects of ADB. (iv) Organize seminars for operational departments in cooperation with adaptation specialists for disseminating findings of the outcome of the activities above. |
