The leaderrs of BIMP-EAGA and IMT-GT members endorsed the accelerated implementation of subregional infrastructure projects to support regional economic recovery after the 2007 crisis through increased trade and investment. With ADB assistance, senior officials have identified twelve high priority projects for BIMP-EAGA (totaling almost $1 billion), and eight for IMT-GT were identified ($2.2 billion). BIMP-EAGA leaders and IMT-GT ministers endorsed in October 2009 these priority infrastructure investments including public-private partnerships (PPPs) modality to implement them and the subsequent establishment of a subregional project development facility (PDF). (PDF). The Implementation Blueprints for the projects were subsequently endorsed at the 6th IMT-GT Summit and 8th BIMP-EAGA Summit on 4 April 2012.

| Status of Implementation Progress (Outputs, Activities, and Issues) | TA 7626 has completed the identification of potential projects in Malaysia. Consultations with relevant government agencies are currently ongoing for the TA formulation and processing. Atkins China, Ltd. was fielded to conduct initial assessments for the development of Green City Action Plans (GCAP). An international consultant was engaged to develop further the Melaka GCAP on the basis of the Atkins Report to include environment quality improvements and a prioritized investment program. A knowledge exchange and study tour was held in 2013 for high-ranking officials from the Government of Malaysia to learn the experience of Japan in implementing projects under the GCAP. The GCI Study of Melaka report was endorsed by the IMT-GT Summit in Nay Pyi Taw in May 2014 and was adopted by the State of Melaka as the overarching document to operationalize its Blueprint for integrated urban development and environment planning providing a road map for green growth. Two international experts and one national consultant were engaged to support the preparation of comprehensive action plan for Songkhla, Thailand. In line with the intended output and outcome of TA 7626, it also supported the engagement of Infrastructure Specialist for the Asian InFrastructure Fund (AIF) to explore opportunities in various countries and sectors to develop a vibrant project pipeline. The ASEAN Infrastructure Fund Limited (AIF), established in 2012 under ADB administration, is a flagship ASEAN initiative in infrastructure financing. It is expected to support regional projects contributing to ASEAN connectivity, including subregional connectivity within the ASEAN region, namely the BIMP-EAGA, IMT-GT and the GMS. |
