The TA, in close consultation with sector agencies has developed recommendations for policy and regulatory, institutional, technical, and capacity building climate change reforms for six sectors (strategic road networks, local and rural roads, irrigation, urban planning, water induced disaster prevention, and water supply and sanitation)

Various communications and knowledge management activities have been implemented including (a) district training on climate change and community-based adaptation completed in over 60 districts; (b) integration of climate change into national curriculum for grades nin and ten and for six tertiary academic programs at three university; and (c) 36 climate change related research grants for Nepali researchers funded and close to completion. The TA has implemented a number of activities to disseminate information and share knowledge about the PPCR - a website, bi-monthly English and Nepali newsletters, a radio program, three TV episodes and contributions to ADB and CIF websites and publications

The TA has established the foundations of a system to effectively coordinate the monitoring and evaluation efforts of the various climate change projects under MOPE's responsibility.

During Project Design The scope of this technical assistance (TA) was developed through a series of discussions with the Ministry of Population and Environment (MOE), other Government agencies, and other stakeholders during preparation of Nepal's Strategic Program for Climate Resilience (SPCR) in 2009 and 2010. The initial concept paper was prepared during the 2nd joint mission in November 2010. During the February 2011 joint mission, a 2-day workshop was held to identify the specific TA activities. The participants comprised representatives of various ministries, key departments, NGOs, academic institutes and Development Partners. The consultation process for the TA was led by MOPE. Achievements, gaps and upcoming activities on the National Adaptation Programme of Action NAPA, ADB's TA 7173: Strengthening Capacity for the Support to the National Planning Commission in Preparing a Climate Resilient Three Year Periodic Plan and the findings of SPCR assessment were presented to the participants. The participants then worked as groups to propose indicators, activities and human/financial resources required for the proposed TA. One-to-one consultations with key infrastructure departments were also held.
During Project Implementation TA activities will require intensive coordination among several Government ministries and line agencies. Appropriate mechanisms for inter-agency collaboration have been developed. As part of the PPCR process/reporting to CIF and specifically under output 3 of this TA, stakeholder consultations are conducted periodically.

Business Opportunities

Consulting Services A firm specializing in climate risk management is providing the main consulting services. Various service providers are also engaged and supporting MOE manage the district training program, research, curriculum development, and web portal management. ADB engages all consultants and service providers in accordance with ADB's Guidelines on the Use of Consultants.
Procurement ADB finances equipment for the TA activities in accordance with ADB's Procurement Guidelines. The equipment will become property of the government upon TA completion. The Ministry of Environment (MOE) procures the equipment.
