Tajikistan : Climate Resiliency for Natural Resources Investments
The objective is to pilot and demonstrate ways to integrate climate risk and resilience into core development planning, while complementing other ongoing activities. The Pilot Program for Climate Resilience (PPCR) has two Phases. Phase 1 will develop a common vision of climate resilience in the medium- and long-term and formulate a strategic program for climate resilience (SPCR), including the outline of an underlying investment program. Phase 2 will implement the SPCR through support to policy reform, institutional capacity building, and the scaling-up of investments in key sectors.

Description of Project Outputs | 1. Preliminary subregional hydroclimate impact models for critical sectors are available. 2. Key government staff are trained in building hydroclimate impact models. 3. A plan for sector-based hazard management is available. 4. Water sector institutions apply a hydroclimate impact model in Pyanj River basin. 5. Water sector institutions have a replicable ecosystem-based hazard management methodology at the river basin level. 6. Water sector institutions have a sector-based hazard management investment plan that prioritizes vulnerable infrastructure and ecosystems in Pyanj River basin. |
Status of Implementation Progress (Outputs, Activities, and Issues) | Implementation Progresss 1. The TA is progressing well as per revised schedule. The draft final report will be circulated to ADB and the PPCR Focal Point for review by 9 September 2011 so that the final report will be delivered by mid-October 2011. 2. The followng three climate change modeling were completed: (i) statistical downscaling models in the Vakhsh and the Pyanj river basins; (ii) river runoff modeling; and (iii) glacier and snow volume model, and futhre climate change were already projected. 3. Institutional and technical gap analyses were completed and twelve Hydromet staff received trainings which included lectures, exercises and live' modeling. Over 20 training program were conducted in different subjects and a training material package was presented to the trainees for continued development of their capacity. 4. The following outputs will be included in the draft final report: (i) disaggregated climate change risk assessment by hazard, jamoat, and sector in different time slices and the inclusion of adaptive capacity; (ii) recommendations of a replicable ecosystem and sector-based climate change risk management methodology at the river basin level; (iii) climate change adaptation plans (one short-term pilot and two medium-term); and (iv) recommendations on improvement of the hydrometeorological data management system. 5. A Climate Science and Impacts Expert Panel (Panel) will be set up in early September comprising 5 international scientists. The Panel is expected to conduct required tasks by the beginning of November 2011. 6. Two workshops (the first for line ministries and the second for NGOs, donors, and international agencies) were held on 22 and 23 August 2011 for the consultant team to present the TA's preliminary findings and recommendations. |
