Project Rationale and Linkage to Country/Regional Strategy | The proposed technical assistance will strengthen the existing M&E system as well as the institutional and functional setups in addition to providing support human resource development. This is in line with ADB's strategy of strengthening development effectiveness through results based approaches in PSM. The SEDP results framework developed under this TA will be the basis for preparation of the ADB CPS results framework 2011-2015. Monitoring of the SEDP results framework will also help ADB in monitoring the Viet Nam CPS results framework. | ||||

Description of Project Outputs | The TA will see a number of outputs being produced towards the expected outcomes. The major outputs are expected to be as follows: i. An integrated M&E system in place throughout the country; ii. A fully functional M&E system in place for whole country; iii. An integrated e-application for the M&E that is linked with the SEDP; iv. Improved knowledge and skills on M&E for SEDP programmes/projects; v. Focused group of M&E experts in every Ministry and Province; and vi. A team of M&E trainers in key policy Ministries and each Province. - Result framework for SEDP 2011 2015 published. - Appropriate institutional and functional setups established and linked to the budgetary process - Improved knowledge and skills of Government officials on results-based management and M&E through provision of training courses and workshops on result-based management and M&E for 400 participants. - E-enabled M&E system is operational. |
Status of Implementation Progress (Outputs, Activities, and Issues) | - A technical paper and manual on PIP Evaluation Criteria have been prepared. - A technical paper on conceptual design of data management system for public investment projects has been prepared and discussed with the participating provinces and MPI. - Capacity building through training workshops on preparing SEDP Provincial Results Frameworks (RFs) and PIP evaluation for Government officials of Ministry of Planning and Investment (MPI) and three participating provinces of An Giang, Thua Thien Hue and Bac Ninh were carried out from April - June 2015. - A dissemination workshop on TA's outputs was organised in April 2015 and the final workshop was held in June 2015. - A database management system for public investment program (PIP) and socioeconomic development plan (SEDP) has been developed and is being applied in the Department for Local and Territorial Economy (DoLTE) of MPI and provinces of Bac Ninh, Hoa Binh and Ha Nam. |

Consulting Services | A total of 82 (20 international and 62 domestic) person-months of consulting services will be required. ADB will recruit an international M&E advisor, who will serve as the project team leader. The team leader will be supported by a national M&E consultant, an information technology expert, and a project coordinator. The team leader will be recruited as an individual consultant. A firm will be engaged for three domestic consultant positions. This firm will be also in charge of procuring equipment, carrying out surveys, and training staff. |
