Bhutan : Urban Infrastructure Project
The proposed Project follows the ongoing Urban Infrastructure Development Project (UIDP). The Government requested the urgent preparation of the proposed Project to ensure sustainable urban development in its two largest cities (Phuentsholing and Thimphu) and two large towns (Samdrup Jongkhar and Nanglam). The main basis for urban infrastructure investment are the Government's Structure Plan and Local Area Plan (LAP). These LAPs prioritize urban infrastructure requirements and provide tentative costs. The priority urban infrastructure identified by the LAPs require further technical, economic, financial, governance, poverty and social, and safeguards due diligence. Urban infrastructure should also integrate consultation, participation and awareness among beneficiaries; required capacity building for operations and maintenance; and further integrated urban planning. These warrant the project preparation technical assistance (PPTA).

The contract with a team of international and national consultants through a firm was signed on 27 May 2011, and experts were mobilized in June 2011. TA inception mission fielded in July 2011. |

| Consulting Services | The Ministry of Works and Human Settlements (MOWHS) will be the executing agency for the PPTA, and will appoint a technical assistance director. The consultants will work closely with MOWHS including the existing project management unit under MOWHS' Department of Urban Development and Engineering Services and the two existing project implementation units in the Phuentsholing City Corporation and Thimphu City Corporation. The Project Steering Committee (PSC) for UIDP will serve as the proposed Project's PSC. The Government will provide (i) all relevant documents, data, statistics, information, and maps that are available at the disposal of the Government; (ii) appropriate and qualified counterpart staff, including their field per diem and field transportation; (iii) vehicles for PPTA consultants fieldwork outside Thimphu; (iv) TA director from the executing agency, to be assigned before consultants' mobilization; (v) office accommodations and equipment, including desks and chairs, and local communications; (vi) logistical assistance for workshops and seminars, including the venue, and identifying and inviting participants; and (vii) utility costs. The Government will ensure that counterpart staff, particularly designated engineers from the executing and implementing agencies work with consultants full-time in the selection and design of subprojects (pre-feasibility stage). |
