Status of Implementation Progress (Outputs, Activities, and Issues) To date, key achievements under the TA include the (i) completion of the IT roadmap for enhancing and integrating LGU financial reporting mechanisms; (ii) supported stakeholders' consultations and subsequent drafting of the Bills to amend the local government code; (iii) completion of the development of a web-based electronic compendium of BLGF issuances and legal opinions; (iv) conducted trainings to BLGF staff on the use of the STATA software, including development of trainer training modules and student modules for the use of the software; (v) development of an IT roadmap that integrates and processes inputs from various stakeholders, leading to the streamlining of various reporting mechanisms; and (vi) development of a competency framework for local budget officers, including development of a course curriculum for each competency level to be implemented by the DBM for national government PFM practitioners. 4. The following activities are ongoing and expected to be completed within the current closing date (i) review of current methodology for subnational borrowings, debt management, and sustainability; and formulation of policy notes to address issues found during the review; (ii) review of the current IT systems used (such as the LIFT, ENR database, eSRE budget module, and eSRE expenditure module used by BLGF, electronic budget preparation by DBM, and the eSRE LGU-level data entry module) to harmonize and integrate outputs of these systems into the LIFT allowing all oversight agencies real-time access to the information and identify enhancements required to conduct financial analysis and generate reports; (iii) review of the LGU Mandatory Property Insurance Act and development of an administration version of the Bill, briefing and advocacy materials, implementing rules and regulation, and recommendations and other policy instruments that will be used for the passage of legislation; and (iv) assessment of the competency gaps for SEAL, identify training requirements, and develop training modules to support attainment of competency requirements for effective and efficient discharge of local treasury duties and functions. With the opening of the 18th Congress of the Philippines, the DILG has commenced conducting a series of consultations to enable consolidation of the Legislative Agenda of the DILG to include Bills that have been developed in relation to the review of the LGC. These consultations will enable DILG to solicit support and commitment of the Congressional Coalition of Legislators to proposed policy reforms pursued by the DILG, including the LGC amendments, in the 18th Congress. As of 25 September 2019, contracted amount is $468,983 (72% of the total TA amount), disbursed amount is $342,132 (73% of the contracted amount), and the uncommitted balance is $181,017 (28% of the total TA amount). Currently, TASU is seeking approval to extend the completion date from 30 September 2019 to 30 March 2020 to include capacity building support for Bangsomoro Autonomous Region of Muslim Mindanao (BARMM).

The TA will provide a mix of individual and firm consulting inputs to deliver the activities outlined.

A total of 11 person-months of international input and 53 person-months of national consultants will be delivered.

A Team Leader will be recruited to provide specialized technical input into all activities, coordinate the inputs of the different consultants and serve as first counterpart to the different agencies.

For output 1, a Monitoring and Evaluation expert will provide technical assistance on the re-design of the LGPMS and its integration with other tools, thus guiding software and system development. An IT firm will be engaged, using Fixed Budget Selection, to develop the software packages for the re-design LGPMS, including the core system functionalities and additional modules needed. Maintenance of the system and al roll-out activities will be supported by the DILG. Lump-sum, output-based contracts will be used as a preferred option. Proceeds of the TA will be disbursed in line with Technical Assistance Disbursement Handbook (2010 as amended from time to time). Purchase of equipment will be done in accordance with ADB's Procurement Guidelines (2015 as amended from time to time). All equipment will be turned over to the EA upon completion of TA activities.

The drafting of a roadmap for the integration of the several financial reporting systems for LGUs under output 2 will be led by the Lead Team Leader and a Senior National Local Public Financial Management expert, who will produce a technical assessment of current systems and develop proposals for simplification and improvement.

For output 3, the Team Leader will lead the preparation of all activities under this output, assisted by a pool of national and international decentralization experts, which will provide on-demand support to the dissemination of the proposals for amendment of the code, the drafting of bills, and inputs to the drafting of an engagement note on local government reforms for the next administration.
