Sri Lanka : Trincomalee Integrated Urban Development Project
The project preparatory technical assistance (PPTA) will:
(i) Undertake sector preparatory work, define the scope of the ensuing project, and undertake (a) technical feasibility assessment, (b) safeguards due diligence, and (c) financial and economic viability assessment of the ensuing project;
(ii) Undertake an assessment of strategic economic interventions and associated industrial development required to boost economic development in the Trincomalee Metropolitan Urban Development Area (TMUDA);
(iii) Assist the Ministry of Defense and Urban Development (MDUD) and Urban Development Authority (UDA) in undertaking advance contracting actions for the project and appoint the design and supervision consultants (DSC), possibly financed through the project design advance (PDA); and
(iv) Undertake necessary surveys and investigations to address technical, safeguards, financial and economic viability of the ensuing project.

Project Rationale and Linkage to Country/Regional Strategy | The Trincomalee Integrated Urban Development Project (TIUDP), in line with ADB's water and urban operational plans, will (a) improve urban services in Trincomalee town through investments and institutional strengthening; and (b) boost economic development through integrated planning, institutional support and strategic investments in economic infrastructure with wider economic benefits for the future TMUDA. The project will facilitate the TMUDA to become a hub of the North Central Metropolitan Region in line with government's vision for the Eastern Province. The PPTA is required to undertake a due diligence to (i) assess improvements required to urban services in Trincomalee Town, and (ii) identify strategic investments and actions to boost the region's economy. The second part of the PPTA will be undertaken through direct charges from the Urban Financing Partnership Facility and descriptions in this Appendix is limited to the first part alone. |

During Project Design | NGOs and CBOs will be engaged as part of the social assessment undertaken by the TA. The proposed project will build on the consultation and community participation exercises undertaken during the TA, with the support from consultants and NGOs. These include community participation for planning, design and implementation. Consultations with private sector, particularly potential investors, will be key to the design of the project (particularly development of the port and special economic zone). This may involve road shows in different locations and focus group discussions organized through local and national chamber of commerce and industry associations. |
During Project Implementation | Intensive community consultations will also be carried over to the project implementation stages and user awareness will be included as an important activity. |
