- The proposed Transport Project Preparatory Facility will improve the startup efficiency of priority transport projects in the road, railway, and port subsectors by (i) preparing the feasibility studies, detailed design, and procurement documents, and (ii) providing implementation support during the inception stage of project implementation.
- Project Rationale and Linkage to Country/Regional Strategy
- The country's economy faces several short-term challenges in 2016 as the government seeks to undertake difficult reforms to re-start fiscal consolidation and tackle high priority, structural reforms, but it has favorable medium-term prospects given that the issues are being dealt with proactively. To attain high, inclusive, and sustained growth, the country needs to further invest in its international and domestic transport infrastructure.

- The overall framework of the TPPF remains valid though the procurement and implementation activities. The contract award and disbursement projections were revised because of the 12-month extension of the loan's implementation period.

Out of the four contracts for the consulting services, three contracts for (i) Detailed Design of SASEC Port Access Elevated Highway Project; and (ii) Feasibility Study ($1.78 million); Detailed Design of Colombo Suburban Railway Project ($8.90 million) and Feasibility Study for the Colombo North Port Development Project (3.41 million) were signed in February 2017, January 2018 and February 2020, respectively, generally on schedule.

- Environmental Aspects
- The project scope involves preparation of feasibility studies, detailed design and safeguard documents of transport projects. There will be no physical construction works. Hence, the safeguards category for environment is C.
- Involuntary Resettlement
- TA loan will not finance any actual infrastructure investment or any activities with involuntary resettlement impact. Resettlement planning documents will be prepared for selected subprojects in accordance to ADB's SPS and national regulation.
- Indigenous Peoples
- TA Loan will not finance any actual infrastructure investment or any activities with impact to indigenous peoples. IP planning documents will be prepared for selected subprojects in accordance to ADB's SPS and national regulation.

- The MOHEH, RDA, MOTCA, SLR, MOPS, SLPA, and other development partners active in Sri Lanka's transport sector development, project beneficiaries (residents, road, rail, port users, tourists), affected persons, NGOs, business and community groups are the main stakeholders during the project design.

- Consulting Services
- Advance contracting and retroactive financing will be used to expedite the project implementation. Consulting firms and individual consultants will be selected for preparing feasibility study, detailed engineering, procurement documents, and safeguards documents, and for providing support during the inception stage of project implementation. All consultants will be recruited in accordance with ADB's Guidelines on the Use of Consultants (March 2013, as amended from time to time).
