ADB is helping India upgrade 254 kilometers of severely deteriorated highways in northern and southern Bihar. The additional financing will be used to widen highways to two lanes, build and maintain bridges, and strengthen pavement. Road design will be improved to help address future flooding. The project will also help prepare a 20-year road master plan for Bihar and provide road safety training.

|Description||The project will expand the original Bihar State Highways II Project _Original Project_ output by rehabilitating and upgrading about 254 km of state highways in Bihar identified under the Bihar State Highways Development Program (BSHDP). These severely deteriorated highway sections are located in the very poor north and south parts of the state. The project will involve upgrading existing roads to two lanes, strengthening existing pavement, strengthening culverts and bridges, and constructing new bridges and cross-draining structures. Consulting services will be provided to supervise the implementation of civil works.|
|Project Rationale and Linkage to Country/Regional Strategy||The project will scale up the Original Project by further expanding the highway upgrading component by another 254 km. It will help achieve the full extent of the improvements envisaged under the Original Project by covering additional geographic areas in North and South Bihar, increasing the number of project beneficiaries in poor villages, and optimizing access to the state highway network. It supports GOB's priority to implement improvements quickly to ensure that the development impact of the state highway network is optimized and its benefits are reaped in a timely way. The project meets ADB's eligibility criteria for additional financing as it (i) remains technically feasible, economically viable, and financially sound; (ii) is accorded high priority by the government; (iii) is consistent with the project's development objectives, and (iv) is consistent with the current country partnership strategy (CPS).|

The civil works for construction and up gradation of 254 km state highways awarded under 4 contract packages during September-October 2013 are in various stages of implementation. The works are supervised by two supervision consultants.
Government of Bihar initiated measures for improving maintenance of roads.
Road Master Plan for Bihar's State Highway Development has been prepared under TA8170. Activities under this TA are completed within the closing date of 31Dec2015.
The Road Safety Specialist conducted exhaustive reviews of field conditions and produced road safety audits for Bihar State Highways.

BSRDC recruited two international consulting firms to supervise the construction of civil works under the project using ADB procedures for quality- and cost-based selection method.
