Summary

ADB is helping Afghanistan upgrade major sections of its road and railway networks. The first tranche of the program will improve 145 kilometers of roads, and support the operation and maintenance of a new 75-km railway line and additional facilities between Hairatan and Mazar-e-Sharif. It will improve management of the transport sector and deliver a revised national road and rail transport plan.

Description The proposed Project will promote regional cooperation and integration and improved access to social and economic opportunities in Afghanistan. It will increase connectivity, efficiency and effectiveness of land transport. The outputs under tranche 1 includes 145 km of improved road sections: (i) 50 km between Bagram Sapary road, (ii) 51 km between Jabul Saraj Nijrab, and (iii) 44 km between Faizabad Beharak. Tranche 1 will also support the Railway Project O&M contract, including additional project facilities and equipment to ensure its efficiency. The capacity component will deliver a new governance needs assessment; a revised national road and rail transport plan; assistance to the rail authority and a detailed feasibility study and design work for the new Mazar-e-Sharif to Andkhoy railway.
Project Rationale and Linkage to Country/Regional Strategy The proposed investment program will rehabilitate and expand major sections of Afghanistan's road and railway networks. The investments, physical and nonphysical in nature, will add to those already being supported by the Asian Development Bank (ADB) and other development partners. The aim is to further improve domestic and regional connectivity while widening access to social and economic opportunities. The effort will facilitate investment into key strategic industries, including mining and related services. The result will be growth, jobs, welfare and trade. Providing better links from Central Asia to markets in the south, east, and west will generate transit fees but also new business opportunities to companies across Afghanistan. The road network is incomplete, mostly in bad shape, and the railway network is in its infancy. Capital outlays in both networks will cut transport costs, increase competitiveness, and raise productivity. A modern and efficient multimode system reduces poverty, and contributes to inclusive economic growth and stability.

Project Outcome

Description of Outcome Increased movement of goods and services and better connectivity for people and businesses in the project areas
Progress Toward Outcome All civil works and supervision consultant contracts awarded. The physical work is ongoing in two subprojects: (1) Jabulseraj-Nejrab 76.7%, (2) Faizabad-Baharak 69.45%) and (3) Bagrami Sapary Project has completed 32 km and the contract is not extended due to inaccessibility of the remaining road due to the security problem on the site. The outcome of the project will be measured upon completion of the project.

Status of Implementation Progress (Outputs, Activities, and Issues)

The Cabinet of ministers approved the establishment of the Road Authority and the Road Fund on 12 August 2013.

The railway authority established on 24 September 2012.

The first draft of the railway law prepared and reviewed by the ministry of Justice and their comments have been incorporated and waiting for concurrence of the minister's council and afterward will be sent to parliament for approval.

The update of the transport sector master plan has been completed in Q4 2016 and published in March 2017. The master plan prioritized road, railway, civil aviation and urban development projects for the next 20 years (2017 up to 2036).

i) Bagramy-Sapary: Overall progress of the civil work is 76%. The first 32 Km has been completed and ready for issuing the taking over certificate. In addition, the civil work contract is not extended by MPW due to inaccessibility of the remaining portion of the road due to lack of security in the project area. The supervision consultant and MPW are currently working to finalize the outstanding invoices.

(ii) Jabul Saraj-Nijrab: Overall progress of the subproject is 76.75% and the completed section of the road will be handed over to the government for public use. Currently, the contractor is working to deliver the remaining girder of the bridge and bearing pad to complete the remaining work of the bridge.

(iii) Faizabad-Beharak: Overall progress is 69.45 %. The civil work and supervision consultant contracts were extended to 30 June 2017 and 31 July 2016 respectively.

Annual targets for transporting goods from Uzbakistan to Afghanistan through Mazar Hairatan railway have been reached. In 2016, the railway line transported 2.94 million tons of goods.

A total of 45 staff has been trained by the operator on Railway Operation until December 2016.

Summary of Environmental and Social Aspects

Environmental Aspects The environmental impacts of the Project is insignificant and limited to the construction phase and can be minimized by adequate mitigation measures in an environmental management plan (EMP) included in the IEEs. The IEEs have been disclosed to the public.
Involuntary Resettlement Land acquisition and resettlement plans (LARPs) have been prepared and implemented.
Indigenous Peoples Indigenous peoples is not affected by the project.
Stakeholder Communication, Participation, and Consultation
During Project Design Consultations were conducted with local people and the benefits of improving land transport infrastructure under the investment program were explained. Consultations were open for all to share and exchange views, ideas and experiences. The main issues discussed were affected land, prices of land, the compensation process, and employment opportunities for the local people (both skilled and unskilled). A qualitative social and gender analysis (focus group discussion and key informant interviews etc with women and men in the program areas and CSO) is planned to be conducted under Project 1.
During Project Implementation Public consultation will continue as a means to achieve maximum beneficiary buy-in during implementation.

Business Opportunities

Consulting Services All consultants ADB finances will be recruited under ADBs Guidelines on the Use of Consultants (2010, as amended) and the procurement plans for each of the Programs tranche projects.
Procurement Procurement of goods, civil works, and related services ADB finances will follow ADB's Procurement Guidelines (2010, as amended from time to time). Procurement plans will be developed for each tranche project under the Program. International competitive bidding (ICB) will be used for civil works over $3 million and goods and services over $1 million. National competitive bidding (NCB) for civil works can be conducted for contracts not exceeding $1 million.
