|Status of Implementation Progress (Outputs, Activities, and Issues)||
1. Capacity building programs and activities are being planned in close consultation with the Mongolia Ministry of Finance (MOF).
2. Leadership Training for MOF staff was held on 7-11 June 2012 in Ulaanbaatar for 19 participants. The training provided staff with necessary skills to have positive impact on teams and deliver better performance.
3. A Capacity Assessment expert has been recruited to assist the Government Procurement Agency in developing a detailed capacity assessment and capacity building plan for its staff.

Consultation mission was conducted in May 2011 to discuss with MNRM and the Government on the kick off of TA activities. Two consultation workshops have been organized in March 2014 to solicit ideas from the executing agencies and the project implementation units of the ADB-financed projects.
The Capacity Assessment expert has carried out number of consultations, meetings and interviews with stakeholders to collect information to do the capacity assessment of the GPA.
|Consulting Services||The TA will be implemented over about 36 months from January 2011 to December 2013. It will require about 6 person-months of international and about 20 person-months of national consulting services to carry out the terms of reference (Appendix 3). The international and national consultants will have expertise in the following: (i) training and capacity building, (ii) institutional development, (iii) project management, (iv) procurement and consulting services, (v) disbursement, (vi) social development, (vii) resettlement, (viii) the environment, and (ix) audit and financial management. TA and workshop coordinators may be appointed after discussions with the steering committee. The required expertise and detailed terms of reference for specific assignments, including the duration and expected results, will be discussed and finalized by the steering committee. Given the nature of capacity building support that is proposed, ADB staff may be used as resource persons under the TA. To promote horizontal learning and knowledge exchange, well-qualified individual experts may be hired to provide training. Enhanced partnerships for capacity building activities may be entered into with institutes of excellence and external training programs for knowledge exchange, and skills enhancement may be organized. Additional international and national resource persons and short-term task-specific experts will be recruited to carry out well-defined tasks (e.g., case study papers, workshop presentations, participation in workshops, review of draft reports).|
