ADB is supporting the development of bankable and commercially viable public-private partnerships (PPP) in Viet Nam. A project development facility will be established to fund preparatory work for proposed PPP projects, which include pre-feasibility studies, feasibility studies, and the engagement of advisors.  The enabling framework and institutional capacity for PPPs will also be strengthened.

Description The project entails the use of an ADF project loan of $20 million to fund the establishment of a Project Development Facility (PDF) that would help bring bankable PPP projects to the market. The PDF would be used by government ministries / project sponsors to fund PPP project preparation activities which include pre-feasibility studies, full feasibility studies and the engagement of transaction advisors who would structure deals to bring to the private sector for bidding.

Institutional framework to support PPP program has been developed with the issuance of a Decree 15.

Selection criteria for PPP projects has been developed.

5 PPP flagship PPP projects including 4 North South Expressway sub-projects and an E-Government procurement project. Selection of investor for E-GP project completed. Transaction advisory service for 4 North South Expressway sub-projects is under implementation. Shortlisting of investors for those sub-projects is expected to be approved in Feb. 2020.

Consulting Services Two consulting firms have been engaged the technical firm and the legal firm to assist the PPP Office in implementation of Output 1 on (i) strengthened public private partnership (PPP) enabling framework and improved capacity for PPP; and (ii) the establishment of a PDF as an institutional mechanism for developing bankable PPP projects.
