ADB is supporting the development of bankable and commercially viable public-private partnerships (PPP) in Viet Nam. A project development facility will be established to fund preparatory work for proposed PPP projects, which include pre-feasibility studies, feasibility studies, and the engagement of advisors.  The enabling framework and institutional capacity for PPPs will also be strengthened.

Description The project entails the use of an ADF project loan of $20 million to fund the establishment of a Project Development Facility (PDF) that would help bring bankable PPP projects to the market. The PDF would be used by government ministries / project sponsors to fund PPP project preparation activities which include pre-feasibility studies, full feasibility studies and the engagement of transaction advisors who would structure deals to bring to the private sector for bidding.

A pipeline of 18 PPP projects has been developed.

Capacity building for the PPP office of the PPA will be provided through ADB TA8726-VIE.

The selection of five North-South Expressway projects to be funded by PDF for preparation of transaction advices is being reviewed by the National Assembly (NA). Upon the approved framework by the NA, the Government is expected to approve the FS of specific North-South Expressway sections in the Q3/Q4, 2017. In regard to the project pipeline, the Government had requested to review other PPP project proposals. With support from the technical team, the PPP Office is fielding a mission to a number of provinces and cities to review PPP project proposals.

A shortlist of 18 PPP projects has been finalized.

Two consulting firms have been engaged _ the technical firm and the legal firm to assist the PPP Office in implementation of Output 1 on (i) strengthened public_private partnership (PPP) enabling framework and improved capacity for PPP; and (ii) the establishment of a PDF as an institutional mechanism for developing bankable PPP projects. The firms have provided assistance in (i) developing a number of circulars, including Circular No.15 issued in September 2016 providing guidance on selection of investors for PPP projects; (ii) screening PPP project proposals and selecting projects as PDF candidates for in-depth screening, (iii) reviewing PDF consultants' outputs (EGP transaction), and (iv) developing training materials.

The Reflow Account issue has been resolved. The PDF guideline which includes provision on reimbursement mechanism and the Reflow Account will be issued by MPI in Q2/2017.
