Description NONG SAENG NATURAL GAS POWER PROJECT
Objectives and Scope The Project will help (i) provide reliable and least-cost power to fuel economic growth and prevent supply shortfalls; (ii) promote efficient combined cycle technology and baseload alternatives to coal-fired generation; (iii) support public-private partnerships that enhance efficiency in the sector.
Status of Operation/Construction The construction of the Project is on track. Unit 1 of the Project reached its Commercial Operations Date on 01 June 2014 while scheduled commercial operations date for Unit 2 is on December 2014.
Linkage to Country/Regional Strategy The country partnership strategy for Thailand 2007 2011 is directed at three core strategic areas infrastructure, environmental sustainability, and capital markets. Thailand's [10th national plan] prioritizes infrastructure development to enhance its competitiveness and support long-term growth. The Government's core challenge is to ensure that public resources are used efficiently and effectively. To achieve this, PPP models are being promoted as a means to reduce the financial burden, promote new technology, ensure timely construction, and achieve operational efficiencies. Catalyzing investment in the power sector has been identified as one of the key opportunities for ADB private sector assistance.

Summary of Environmental and Social Aspects
Environmental Aspects The Project site will be located in an area allocated into two portions of land, the power plant area under in Nong-Saeng District of the Saraburi Province and the reservoir area across Highway No. 3043 under Pachee District of Phra Nakhon Si Ayutthaya Province of Thailand. Based on the EIA report (2009), the main potential negative and/or adverse environmental impacts of the project relate to air emissions, noise, water quality and aquatic ecology of the receiving surface waterbody, water use, land, forestry and wildlife ecology, traffic management, drainage and flood protection, public health, occupational health and safety, risks of oil and chemical spills and solid wastes. The Project will adopt best practice mitigation measures and effective control technologies to minimize emission and impacts laid out in the Project's environmental management plan (EMP).
