Project Rationale and Linkage to Country/Regional Strategy | Vientiane Capital City is composed of nine districts encompassing almost 4,000 square km and an estimated population of about 750,000. The urbanized areas are primarily concentrated in four of the districts and have an estimated population of about 500,000. The focus of the TA is the central core area of the city, which has an area of about 1.6 square km. It is a relatively narrow area about 2.5km in length lying along the northern banks of the Mekong River. The central core area has a rich mixture of governmental, education, religous, commercial, financial, and residential development. An important feature of the central part of Vientiane is the Conservation Zone, also referred to as the historical zone or the hertiage zone. This area is also the tourist center of the city, containing many of the hotels, restaurants, and tourist areas, including five historical Buddhist temples. Almost all of the study core area lies within the Conservation Zone. The traffic conditions in Vientiane are deteriorating due to increases in population and the number of vehicles. The city is starting to experience congestion and related problems of accidents, deteriorating local air quality, and greenhouse gas emissions due to the rapid growth of private motorized vehicle use. The city has experienced an 11% average annual increase in private vehicles over the last decade. The total number of vehicles registered in Vientiane has doubled over the last five years. With congestion and associated concerns about local air quality, travel times, accidents, and a deteriorating urban environment, the rapid increases in private motorized transport are placing Vientaine on an unsustainable transport development path. ADB carried out a prefeasibility study in 2010/2011 to examine the possibility of developing a sustainable urban transport project in Lao PDR to address rapidly increasing congestion in the core area of Vientiane. The prefeasiblity study developed the scope of a project for Vientiane and received widespread support from relevant Government decision makers. The proposed PPTA is required to prepare a project suitable for ADB financing, including detailed technical, financial, economic, institutional, sector policy, and safeguards analysis. |

During Project Design | Widespread consultations have been conducted with community members and business owners along the BRT route, as well as the Tuk-Tuk Association, Taxi Association, independent taxi drivers, Pick-up and Van Association, international NGOs, and the government. To encourage more meaningful participation, numerous interviews and small focus group sessions with stakeholders have also been conducted. Native-language information materials about the project have been provided at these consultative meetings. |
