Viet Nam : Improvement of Road Safety and Climate Resilience on National Highways
The project is located in Ninh Thuan and Binh Thuan provinces in southern Viet Nam along NH1A. The objective of the project is to reduce economic losses and to increase social welfare of road users of national highways along Ninh Thuan and Binh Thuan provinces by providing safe and reliable roads that are accessible all-year round regardless of climate change impacts. The project will serve as a pilot project for improvement of road safety and climate resilience to be replicated on NHs across the country.

| Project Rationale and Linkage to Country/Regional Strategy | National Highway 1A (NH1A) is a backbone of Viet Nam's road transport system running from north to south and links all major industrial and economic centers to its capital Hanoi and southern economic powerhouse, the Ho Chi Minh City. It carries lion's share of freight and passenger transport along its 2,300 km length contributing heavily to about 75% of total freight and 95% of total passenger volumes carried by road transport in the entire country. With rapidly growing economic development in recent decade and maritime and railway transportation modes remaining unable to provide efficient alternative transportation, national roads have taken a heavy burden of supplying the necessary capacity. Realizing the urgency of expanding the capacity of national highways, the government has developed a master plan for expansion of NH1 in 2012 complemented by ongoing expressway development. The proposed project will support the government's master plan to expand the NH1A. Its objective is to improve road safety by eliminating hazardous section (black spots) and strengthen resilience to more frequent and intensified floods and sea level rise induced by climate change. | ||||

| During Project Design | Project stakeholders include local government authorities and provincial people's committees in Nihn Thuan and Binh Thuan provinces, affected people, businesses, road users and transporters. During the feasibility study of the first project, consultations were held with relevant stakeholders including the communities affected by the road. |
