During Project Design Extensive consultations through workshops, focused group discussions and key informant interviews were held with : 1) Department of Education management and staff at all levels (Central office, regional office, schools division office, representative schools) ; 2) representatives from key stakeholders especially at the school level (parents, local government unit, industry partners); 3) government oversight agencies (including Department of Budget and Management, National Economic and Development Authority, Department of Finance, Technical Education and Skills Development Authority); 4) key representatives from the private sector (including representatives from private schools, NGOs), and development partners. The comprehensive discussions and policy fora organized resulted in the generation of key issues and challenges in secondary education that need to be addressed and prioritized in order to achieve the development goals, medium-term directions, priorities and strategies in basic education. These subsequently informed the design of the disbursement-linked indicators that will be included as part of the key results areas of the program.

Consulting Services

ADB recruited individual consultants to assist in the preparation of SESP documents. Resource persons were also engaged to provide technical support. All consultants were recruited and engaged in accordance with ADB's Guidelines for the Use of Consulting Services (2013, as amended from time to time).

In December 2018, ADB approved the expansion of the scope of the TA to include technical, advisory, and policy support to Deped in implementing key secondary education reform areas under SESP.

Procurement The consultants will procure equipment through shopping in accordance with ADB's Procurement Guidelines (2015, as amended from time to time). Upon completion of the TA, equipment procured under the PPTA will be transferred to the executing agency.
