The proposed TA will be a cluster TA targeting the four key pillars for implementation of sustainable transport under the ADB Sustainable Transport Initiative-Operational Plan (STI-OP), namely: (i) urban transport, (ii) addressing climate change in transport, (iii) cross-border trade and logistics, and (iv) road safety and social sustainability. The TA will develop subprojects at the inter-regional, subregional, country and city levels. It will contribute towards building capacity among DMCs to develop and implement policies, programs and projects that will enhance the economic, social and environmental sustainability of transport infrastructure and transport services. Increased capacity among DMCs will enable ADB to better align its existing and future transport operations with the the three strategic agendas of Strategy 2020, which guide its work up to 2020- inclusive economic growth, environmentally sustainable growth, and regional integration.

The need for better transport is common to each of these agendas.
Initially five subprojects are included in the cluster TA; additional subprojects, or topping up of initial subprojects may be proposed later under the priority pillars of the STI-OP. The initial subprojects identified are related to the pillars of urban transport, addressing climate change in transport, and social sustainability. Additional subprojects on the remaining pillars, cross-border transport and logistics as well as road safety will follow after the ongoing study by OREI on this topic has been finalized, the road safety action plan has been finalized and currently ongoing discussions with possible cofinanciers have defined joint activities on road safety. The initial subprojects also touch on several of the new types of sustainable transport operations identified in the STI-OP including intelligent transport systems as well as transport demand management and road pricing.

|During Project Design||The TA was developed taking into account the views expressed by representatives of the Asian governments in the Bangkok Declaration on Sustainable transport (http://www.uncrd.or.jp/env/5th-regional-est-forum/doc/bangkok_declaration.pdf) which include 20 goals on sustainable transport for the year 2020. It is alsobased on the international consensus on climate change and road safety as expressed in the Cancun Agreements and the Decade of Action on Road Safety. The different subprojects were discussed in various consultations at regional and antional level inlcuding the 2010 ADB Transport Forum.|

|Consulting Services||Consulting inputs will be required from both firms and individuals to be engaged by ADB in accordance with the Guidelines on the Use of Consultants (April 2010, as amended from time to time). Given that this is a cluster TA, consultant selection will apply different methods depending on the size and nature of the contracts. The TA will require national consulting inputs of between 124-186 person-months, and international consulting inputs of between 264-264-330 person-months.|
