Regional : Establishing the Asian International Economists Network
The TA will establish an open-ended, internet-based network of international economic policy experts which, through targeted outputs, aims to strengthen institutional capacity on trade policy across the region. Key activities include: (i) creation of a platform for network interaction and development of a database and online tools for trade policy analysis: (ii) training programs on new trade issues; (iii) conferences on new trade issues; (iv) informal policy dialogues and roundtable discussions; (v) a research associates program on new trade issues; and (vi) policy-oriented research. The impact of the TA will be stronger national and regional trade policies and cooperation of trade ministries, policymakers, and trade experts in Asia.

| Project Rationale and Linkage to Country/Regional Strategy | Trade patterns are in a state of flux in the rapidly evolving post-global financial crisis world and, amid stalled Doha Round trade talks, there is a rapid spread of free trade agreements (FTA) and a momentum for large intra- and interregional FTA proposals. Despite strong political signals from world leaders to conclude the Doha Round, and the resumption of negotiations early this year, it seems unclear whether economies will overcome disagreement over liberalization of agriculture and non-agricultural market access in the near future. Moreover, with protectionist sentiments and momentum for regionalism, countries are seeking liberalization through bilateral and regional trade agreements. Accordingly, however, regional trade negotiations are becoming more complex as they increasingly deal with matters that go beyond traditional tariff and nontariff barriers. Meanwhile, trade policy capacity varies across the region, with notable gaps in low-income developing economies. There is a need to increase the capacity of the region's trade officials and think tanks to analyze implications and formulate competitiveness-enhancing trade policies. | ||||
