Sri Lanka : Greater Colombo Water and Wastewater Management Improvement Investment Program (Tranche 3)
ADB and the Government of Sri Lanka are working together to improve water and wastewater management services in and around the capital city of Colombo. The Greater Colombo Water and Wastewater Management Improvement Investment Program (Tranche 3) is improving the efficiency and financial sustainability of water supply and wastewater services in Colombo. This includes rehabilitating the city's water supply network and reducing the amount of water that is leaked or distributed without payment. The project is rehabilitating and expanding the city's wastewater system and constructing a wastewater treatment. This is improving the quality of life for tens of thousands of residents in the greater Colombo area, including women and the poor, who will have more time for productive activities because of 24-hour water supply.

Project Rationale and Linkage to Country/Regional Strategy | About 95% of Colombo, Sri Lanka's capital city and economic and administrative hub, is covered by a piped water supply system. Because the system has low and fluctuating water pressure and intermittent supply, some areas of the city receive water only during off-peak hours and others receive water for an average of only 6 to 10 hours a day. Many parts of the distribution network were built more than 100 years ago. About half the water in the system is lost without earning revenue to maintain the system. About 60% of the population in Colombo is connected to the sewer system, which is in poor condition and frequently blocked. About one third of the pumping facilities are not working and this causes overflows. Currently, wastewater is discharged without treatment into the sea. | ||||||||||||

As per the Borrower's request, during mid-2022, $62 million was cancelled from this Tranche and was repurposed as part of the $200 Emergency Assistance Loan to the country, as a response to the country's economic crisis. |

Status of Implementation Progress (Outputs, Activities, and Issues) | + NWSDB Component: Construction work completed in 12 DMAs. Procedures to hand over the DMAs to NWSDB were substantially completed. Overall work progress was behind schedule. Tranche 1 was operationally closed out by 30 June 2021, and balance works of contracts are being carried out with financial enhancement from Tranche 3. + CMC Component: Overall work progress was considerably slow. The Kirulapone sewer network contract works were delayed, construction in only one pumping station was satisfactorily progressed. Delays in the land acquisition was a major reason for the delays. The award for construction of the Wellawatte wastewater treatment plant, a DBO contract, was unable to be financed under the loan. Preparation for the establishment of a GIS-based Asset Management system for wastewater systems was initiated but not completed. Some training and capacity building of CMC staff was conducted. Borrower has agreed to arrange financing in continuing the balance civil works and to continue the project implementation works beyond 24 October 2022. |

Summary of Environmental and Social Aspects | |
---|---|
Environmental Aspects | The Tranche 3 is classified as category B for environment. For Outputs 1 and 2, the draft Initial Environmental Examinations (IEEs) prepared during project preparatory stage will be updated, incorporating detailed design, and submitted to ADB for review and disclosure prior to commencement of the civil works. Potential environmental impacts due to additional financing will be site-specific, short-term in duration, not significant and can be avoided and/or mitigated through measures identified in the environmental management plan (EMPs). For Outputs 3 and 4, a draft IEE has been prepared in accordance with the SPS, and the environmental assessment and review framework prepared under the Investment Program. Negative impacts during construction activities are short-term, localized, and in relatively small area, which can be minimized with the implementation of the mitigation measures in the EMP. Operations impacts will not be significant and will be mitigated through measures identified in the EMP and operations and maintenance manual to be developed during project implementation. A number of potential impacts and their significance have already been mitigated by incorporating environmental considerations in the designs. The IEE will be disclosed by project management unit in a language and form understandable by stakeholders and affected people. All IEEs will form part of the bidding and contract documents and will be monitored during implementation. Support from the consultants will ensure that the project management unit has adequate capacity to manage any environmental impacts during detailed design and construction. Implementation and monitoring of environmental safeguards will be reported to ADB on a semi-annual basis. |
Involuntary Resettlement | The Tranche 3 is classified as category B for involuntary resettlement. A resettlement plan for south catchment of Colombo city was prepared in consultation with the affected people and submitted by the government, and disclosed in accordance with SPS. The resettlement plan addresses both the permanent impacts and temporary impacts due to the construction of new pumping stations and sewerage network in the unserved areas. A total of 11 affected households (38 affected persons) that reside on government lands will lose their houses and access to rental housing. Potential temporary income losses are expected during the construction of linear pipes in unserved areas, including temporary disruption of approximately 155 mobile vendors and hawkers for less than seven days in south Colombo. Full road closure is anticipated only in the residential area with roads less than three meters wide. In such areas construction will be done at night time to avoid access disturbance. The resettlement plan will be updated upon the final design. Colombo Municipal Council has implemented previous ADB projects and is familiar with ADB's safeguard policies. The consultants will support the management and monitoring of resettlement and social issues arising under Project 3 activities. The Resettlement Framework prepared for the Investment Program will be used to guide unanticipated impacts on social safeguards. The resettlement plan for Project 1 is updated to include the additional financing investment under the Project 1. |

The executing agencies and implementing agencies for Project 3, with assistance from consultants, have prepared the bid documents for the sewer networks and the bidding is ongoing. The Design-Build-Operation (DBO) bidding document for wastewater treatment plant is being finalized and bidding will start soon. |
