Kazakhstan : CAREC Corridor 1 (Taraz Bypass) Project
ADB is helping Kazakhstan improve a 65-kilometer bypass road in Taraz of Zhambyl Oblast. The project is a vital part of a broader government investment program to improve over 2,700 kilometers of roads along the Central Asia Regional Economic Cooperation (CAREC) Corridor 1, which passes through Kazakhstan from the People's Republic of China, all the way to the Russian Federation's western border.

| Description | The project upgraded an existing 7.7-km road section from category II to category IB with four lanes, and constructed a new 57.3-km category II bypass road. This 65-km Taraz bypass section is integral to the transport corridor, connecting the oil-rich western part of the country to its southeast and beyond. The investment program aims to improve approximately 2,787 km of road sections in the Kazakhstan territory along CAREC Corridor 1, running from Khorgos through Almaty and Shymkent to the Russian Federation's western border. | Environmental Aspects | The project is classified as Environment Category A. MOTC prepared the environmental impact assessment (EIA) following ADB''s Safeguard Policy Statement (SPS) (2009). Major anticipated environmental impacts relate to construction of bridges, railway overpass, interchanges, and cutting _non-special status_ trees. The alignment has been deviated to ensure that it does not encroach on the protection zone of archeological sites. Adequate mitigation measures were included in, and implemented through, the environmental management plan. The environmental management plan stipulated the capacity development for MOTC and its consultants through training workshops at pre-construction and construction stages. EA and ADB monitored the EMP implementation through review missions, consultations and meetings, project progress reports and bi-annual environment monitoring reports. |
| Involuntary Resettlement | The project is classified as Involuntary Resettlement Category B. Some 98 households and 10 legal entities were affected by the project. But most impacts were considered minor and no household will be displaced under the project. Only five households lost more than 10% of their land. Some 214 hectares of land were acquired for permanent use, most of which (188 hectares) were leased on a long-term basis for agricultural use. EA and ADB monitored the LARP implementation through review missions, consultations and meetings, progress reports and bi-annual LAR monitoring reports. |
