This TA was included in the TA pipeline for the People's Republic of China (PRC) during the December 2010 Country Programming Mission, responding to the government's request for a new _facility-type_ TA for 2011-2013. Beginning in 2004, the Asian Development Bank (ADB) has granted several facility-type TA projects to provide flexible and timely knowledge products and services to the government to respond effectively to emerging policies and capacity development needs. The facility TA is the fifth of a series whose success has proven the effectiveness of the facility modality. The implementation period of the TA will coincide with the first three years of the Twelfth Five-Year Plan, 2011-2015, which will allow ADB to provide timely support for the PRC's reform process and help address development constraints.

Activities will be divided into two categories, Policy Advice (Output 1) and Capacity Development (Output 2), overseen by the executing agency (EA) in close consultation and coordination with the implementing agencies (IAs), ADB, and relevant stakeholders. Under Output 1, the TA subprojects will allow selected central and provincial government agencies to be provided with policy advice on priority development issues in relation to the implementation of the 12th FYP. Under Output 2, the TA subprojects will help develop the capacity of selected central and provincial government agencies through organizational diagnostics, capacity assessments, training, program implementation, workshops, conferences and knowledge management interventions.|
|Project Rationale and Linkage to Country/Regional Strategy||The strategic goal of ADB's Country Partnership Strategy (CPS) for the PRC (2008-2010), as well as the anticipated priorities of the new CPS currently under preparation, is to help the PRC build a harmonious and moderately prosperous society through inclusive growth and environmentally sustainable development. By focusing on key implementation issues under the framework of the 12th FYP, the proposed TA will strengthen the strategic partnership and all-round cooperation on the PRC's overall development agenda, based on the Government's needs and ADB's strengths. Cooperation under the proposed TA will contribute to achieving the goals set in the government's development agenda, and in ADB's Strategy 2020, which share the same developmental targets of inclusive growth, environmentally sustainable growth, and regional integration.|

Policy Advice: at least seven bilingual studies that assess and provide concrete recommendations for priority policy issues and at least one dissemination workshop to present the main results of the studies
Capacity Development: (i) Activity reports and at least one bilingual policy brief to disseminate key findings to government and other stakeholders ; (ii) Annual conferences on experience sharing and dissemination of lessons learned and ADB TA best practices in selected themes or sectors, and workshops on ADB procedures for existing or potential implementing agencies; and (iii) Capacity assessments and corresponding institutional development plans prepared
|Status of Implementation Progress (Outputs, Activities, and Issues)||
On 28 May ADB management approved to increase the TA amount by an additional $800,000, resulting in a revised amount of $1.3 million. Subsequently, the TA completion date was extended until 31 July 2015.
ADB and MOF have approved 20 proposals under Component 1 (Policy Advice) covering diverse areas of policy-making as of 21 March 2013, bringing the cumulative commitments under the TA to $1,150,000.
In a joint review meeting convened on 27 June 2013, ADB and MOF reached an agreement on the cancellation of Subproject-17 Developing Vocational Education in Rural Hubei Based on International Experience. The previously committed fund will return to the TA Facility pool. This cancellation would increase the uncommitted funds under the TA to $200,000, which could be allocated to additional prioritized subprojects and the proposed dissemination workshop next year.
Communications with the respective implementing agencies on subproject implementation are going smoothly, and consultant recruitment is completed.
As of 16 September 2015, a total of $1,250,000 has been committed to 22 subprojects covering different policy advice and capacity development needs. Implementation has progressed well. 20 subprojects have completed all their outputs. The other 2 have planned training workshops in Q3 2015.
ADB and MOF reached an agreement on the cancellation of Subproject-23 _International Seminar on Patent Drugs Pricing Mechanism_ due to changes in the work plan of the implementing agency. The previously committed funds will thereafter return to the TA Facility pool, and bring the cumulative commitments under the TA to $1,195,000 as of 16 September 2015. Meanwhile, in addition to the uncommitted TA funds of $ 50,000, the remaining balance of those fully completed subprojects of $170,037 brings the total amount of available TA funds to $220,037.
In addition, ADB and MOF agreed to allocate $ 90,000 to fund a workshop scheduled in November 2015, as well as $100,000 for a feasibility of PPP project in Hunan.
