Government's Approach Paper to the Thirteenth Plan (2013-2016) emphasized strategic goal to achieve job-centered, poverty-reducing, sustainable, and broad-based economic growth. Skilled labor force is urgently required in various sectors for the country's medium and long-term economic development. The project was fully consistent with Nepal's country partnership strategy, and was included in the country business operations plan in 2015-2017.
