| During Project Design | The main discussions are with BISP as executing agency, and its contracted implementing partners. |
| During Project Implementation | Throughout implementation discussions were held with BISP, its contracted implementing partners, and the Ministry of Finance, External Affairs Division, government agencies involved in education, health, labor and welfare, poor women as beneficiaries of the BISP, rural support programs (on outreach to the poor) and other development partners, involved with BISP. |

| Consulting Services | Consulting services are required for three separate technical fields: social safety nets, health insurance and vocational training. For each technical field, an international consultant was paired with a national consultant. The consultants were hired on an individual basis given the diversity of expertise required, which might not be available within one single firm. All consultants report to the Asian Development Bank (ADB) project officer and the BISP. The TA is extended until 30 November 2016 to assist the EA in the initial implementation of the project. |
