|Project Rationale and Linkage to Country/Regional Strategy||The country partnership strategy for the Lao PDR emphasizes that ADB's assistance will focus on improving policies and institutional capacity to support broad-based, private sector-led growth through boosting productivity, diversifying production, and stimulating off-farm enterprise. ADB's assessment, strategy, and road map for the sector outlines support for commercialization and value chain development through improved rural access, transport and mobility including irrigation development and/or rehabilitation, and rural roads improvement. Through improved institutional and human resources capacity for PRI development, the TA will support this government priority.|

|Progress Toward Outcome||
The TA identified capacity building needs and provided technical support/training to staff of provincial/district agriculture forestry offices, producer groups, farmers and the private sector. Assessments made on the participants who received training in O&M and
revolving fund management in a follow up exercise, strongly indicate sustainable knowledge and skills retention among the beneficiaries.
Total provincial/district staff trained in O&M of PRI is 27 and 81 production group leaders. Beneficiaries were also trained in animal health, agronomy & farmer technical training in value chains, PPCP and marketing, revolving fund management, environment, and resettlement.

|Status of Implementation Progress (Outputs, Activities, and Issues)||
Individual consultants (national environment and international livestock development) have completed their assignments by assisting in addressing environment and livestock development implementation of the SNRMPEP subprojects.
A consulting firm has completed its contract and assisted in the enhancement of impacts and improvement of sustainability of SNRMPEP. It also provided technical support and capacity building for the national and local government staff.
Additional individual consultants (for resettlement, environment, irrigation) have been engaged and continue to support the EWEC and other projects.

|During Project Design||During a consultation mission in August 2011, the Government of Lao PDR requested the Asian Development Bank (ADB) to provide complementary capacity development technical assistance (TA) for supporting decentralized rural infrastructure development to link up with the Sustainable Natural Resources Management and Productivity Enhancement Project (SNRMPEP) financed by ADB and the International Fund for Agricultural Development. The ADB TA consultation mission visited Lao PDR from 19 -20 August 2011, and discussed the proposed TA for Supporting Decentralized Rural Infrastructure Development. Subsequently, the Government of the Lao PDR concurred with the overall design, scope, implementation, and financial arrangements outlined in the TA proposal.|
|During Project Implementation||Close consultations continue to be held with the government during implementation, including identification and adjustment of consultancy inputs as required.|
|Consulting Services||The Project will require expertise in rural development planning, agricultural engineering, operation and maintenance (O&M), geographic information systems (GIS) environmental and social safeguards, gender and ethnic groups, and financial management and procurement. ADB engaged a consulting firm using quality and cost-based selection (80:20) and simplified technical proposals. Some individual consultants have been engaged for preparatory and supplemental assignments. All engagement of consultants will follow ADB''s Guidelines on the Use of Consultants (April 2010, as amended from time to time).|
